Job Overview: The position of Feasibility Study Expert is crucial for the successful implementation of the Green Energy Recovery Programme in Ukraine. The expert will be responsible for conducting feasibility studies on public buildings such as schools, hospitals, and other municipal facilities. The primary goal is to ensure that proposed energy efficiency measures align with the economic, social, and environmental targets set by local authorities. The expert will analyze various factors, including technical viability, cost, duration, and the potential benefits and risks associated with the proposed energy efficiency measures. This role requires a comprehensive understanding of energy systems and the ability to develop detailed feasibility study reports that will guide municipal authorities in their decision-making processes.
Duties and Responsibilities: The Feasibility Study Expert will have a range of responsibilities, including but not limited to: conducting technical feasibility studies for selected public buildings; performing economic and financial analyses to assess the viability of proposed energy efficiency measures; evaluating social and environmental sustainability aspects of the projects; preparing municipal project proposals based on the findings of the feasibility studies; facilitating the acquisition of investments and financing for the proposed projects; and developing comprehensive feasibility study reports that outline the technical, economic, and environmental considerations of the proposed measures. The expert will work closely with municipal authorities and other stakeholders to ensure that the studies meet the specific needs and objectives of the local communities.
Required Qualifications: Candidates must possess a strong background in engineering, environmental science, or a related field, with a focus on energy efficiency and sustainability. A thorough understanding of energy systems, building technologies, and renewable energy sources is essential. Additionally, candidates should have experience in conducting feasibility studies, project management, and stakeholder engagement. Strong analytical skills, attention to detail, and the ability to communicate complex technical information clearly are also required. Familiarity with the Ukrainian context and local regulations regarding energy efficiency and environmental sustainability will be an advantage.
Educational Background: A minimum of a bachelor's degree in engineering, environmental science, or a related discipline is required. A master's degree or higher qualification in a relevant field will be considered an asset. Candidates should have completed coursework or training related to energy efficiency, renewable energy technologies, and project management.
Experience: The ideal candidate should have at least 5 years of professional experience in conducting feasibility studies, particularly in the context of energy efficiency projects. Experience working with public sector entities, municipal authorities, or international organizations will be highly regarded. Proven track record in project management and the ability to work collaboratively with diverse stakeholders are essential for this role.
Languages: Fluency in Ukrainian and English is mandatory, as the expert will be required to communicate effectively with local authorities and international stakeholders. Knowledge of additional languages, particularly Russian, will be considered an asset, as it may facilitate communication with various community members and partners.
Additional Notes: This position is offered as a one-year contract with the possibility of extensions based on performance and project needs. The role is full-time, and the selected candidate will be expected to work on-site in Kyiv, Ukraine. Compensation will be provided in UAH, and the expert will be required to submit proposals in accordance with the guidelines set forth by UNDP.
