Job Overview: The Administrative Officer will play a crucial role in managing human resources, budget, finance, and general administration within the UNTSO. This position requires a proactive approach to ensure that all administrative functions are carried out efficiently and in accordance with UN policies. The incumbent will coordinate human resource activities such as recruitment, placement, and performance appraisal, while also overseeing budget preparation and implementation. Duties and Responsibilities: The Administrative Officer will be responsible for a variety of tasks including:
Coordinating human resource activities such as recruitment, placement, promotion, and training.
Providing information on conditions of service and entitlements under UN regulations.
Leading the preparation and implementation of the work programme and budget, ensuring financial resources are utilized effectively.
Monitoring and reviewing the work programme and budget, conducting assessments of progress.
Developing procedures for accounting and financial management consistent with UN policies.
Overseeing administrative and logistic support, including procurement and billing processes.
Ensuring adequate space requirements and office technology needs are met.
Monitoring performance metrics and ensuring service delivery aligns with defined Key Performance Indicators.
Performing other related duties as required.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A technical or vocational certificate in administrative services, logistics, finance, human resources, business administration, or personnel management is desirable. Additionally, certifications in the Umoja system are preferred, including but not limited to Umoja Overview, Business Intelligence Navigation, and various logistics and financial processes.
Educational Background: The minimum educational requirement is a high school diploma. However, candidates with a technical or vocational certificate in relevant fields such as administrative services, logistics, finance, or human resources will be viewed favorably. This educational background is essential for understanding the complexities of administrative functions within the UN framework.
Experience: Candidates should have at least ten years of progressively responsible experience in administrative services, finance, accounting, human resources, or related fields within the United Nations system or comparable international organizations. For those with a first-level degree, the minimum experience requirement is reduced to five years. Additionally, three years of supervisory experience is required, along with administrative experience in a field setting where missions or projects are implemented. Experience in international operations in post-conflict environments and working with military personnel is also necessary, particularly in the Middle East region.
Languages: Fluency in oral and written English is mandatory for this position. Knowledge of French is also beneficial, as it is one of the working languages of the UN Secretariat. Proficiency in additional languages may enhance a candidate's application but is not required.
