The UN RCO in Ulaanbaatar, Mongolia, is part of this global initiative, working to align its strategies with national development goals and the SDGs.

Job Overview:
The National Professional Officer position is integral to the UN Resident Coordination Office in Ulaanbaatar, Mongolia. The incumbent will provide substantive support for the development and implementation of the UN Country Team (UNCT) data and research strategies, ensuring alignment with the Country Common Analysis (CCA) and the UN Sustainable Development Cooperation Framework (UNSDCF). This role involves empirical analysis, data mining, and visualization to assist the Resident Coordinator and UNCT in producing reports and working papers on sustainable development topics. The officer will also contribute to the development of data and research tools, monitor progress towards the SDGs, and facilitate partnerships with various stakeholders, including government entities, research institutions, and civil society organizations. The position requires a proactive approach to knowledge management and capacity development related to data and monitoring, ensuring that best practices are shared and utilized effectively within the UNCT and with external partners.

Duties and Responsibilities:
The incumbent will be responsible for a range of duties, including:
  • Providing substantive support for the development and implementation of the UNCT data and research strategies, including designing and implementing strategies aligned with CCA and UNSDCF, conducting empirical analysis, and compiling information on new data sources for sustainable development.
  • Assisting in the development and expansion of strategic research and data partnerships, facilitating engagement with national data systems, and coordinating with partners on data collection and project implementation.
  • Undertaking monitoring and reporting of UNCT results under the UNSDCF, supporting inter-agency efforts on results monitoring, and contributing to evaluations of UNDAFs.
  • Supporting knowledge management and capacity development related to data and monitoring, sharing best practices, and contributing to thematic activities and knowledge-sharing forums.
  • Documenting requirements for data analysis and performing other relevant duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in information management, statistics, sustainable development, social sciences, education, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in data analytics, business analytics, or data science programs is considered an advantage. Candidates should demonstrate knowledge of sustainable development theories and concepts, as well as the ability to analyze data and make recommendations based on research findings.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as information management, statistics, sustainable development, social sciences, or education. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Certification in data analytics or related fields is advantageous, indicating a strong foundation in data management and analysis.

Experience:
A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management, or project/programme management in the context of development cooperation is required. Candidates should have experience in research, data analysis, and preparing recommendations for senior management decision-making. Experience in the UN, NGO, or similar international organizations is desirable, along with at least one year of experience in data analytics or data science.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge of another language is rated as 'confident' in two of the four areas.

This position is a Temporary Job Opening, available for a duration of 364 days, with no expectation of renewal.
