Job Overview: The Telecommunications Assistant plays a crucial role in the Field Technology Unit, responsible for overseeing various aspects of telecommunications and asset management within the mission. The incumbent will supervise the Telephone Billing Unit, ensuring compliance with established guidelines and preparing reports on telephone accounts and budget requirements. The role also involves managing the Assets Management Unit, overseeing the inventory and movement of equipment, and providing administrative support related to human resources activities. The Telecommunications Assistant will be expected to coordinate the operations of the Communications Centre, ensuring efficient processing of communications and maintaining the reliability of equipment. Additionally, the position requires collaboration with various stakeholders to support innovations and technology initiatives, including IoT projects and the management of mission priority support systems.
Duties and Responsibilities: The Telecommunications Assistant will be responsible for supervising the Telephone Billing Unit, ensuring compliance with guidelines, preparing reports, and managing the stock of satellite and mobile phones. The role includes overseeing the Assets Management Unit, conducting physical inventory checks, and providing direction to junior staff. The incumbent will assist with human resource activities, budget submissions, and administrative duties, including travel program administration and vendor payments. The position also involves supervising the Communications Centre, ensuring the timely processing of communications, and coordinating the installation and maintenance of communication devices. The Telecommunications Assistant will manage project support for various technological initiatives and ensure the availability of spare parts and supplies for ICT equipment maintenance.

The role requires a strong understanding of ICT applications and administrative functions, including budget management and human resources. Candidates should demonstrate professionalism, effective communication skills, teamwork, and client orientation. The ability to apply UN rules and regulations in various work situations is essential, as is the capacity to handle stressful situations and maintain confidentiality.
Educational Background: A high school diploma or equivalent is required for this position. Additionally, candidates must hold a Certificate of MITEL (MX-One) and a Prince 2 certificate, indicating a solid foundation in project management and telecommunications systems.
Experience: The position requires at least 8 years of experience in providing ICT operational support services, particularly in areas related to assets, telephone billing, and communications center operations. Candidates should have a minimum of 5 years of experience in international operations within a conflict or post-conflict environment, as well as 2 years of experience with the installation and maintenance of FRIM devices and Smart Camp Technology. Familiarity with the UN common system's ICT Assets Management System is also required, along with experience in administration, budgeting, staffing, and performance management being desirable.
Languages: Fluency in English, both oral and written, is mandatory for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, as it may enhance communication within the organization and with stakeholders.
