Job Overview: The Programme Management Officer (PMO) will play a crucial role in managing and coordinating UN-Habitat's projects in Morocco. This position involves overseeing the implementation of various programs aligned with UN-Habitat's mandate and objectives. The PMO will actively participate in country-level activities, ensuring that urbanization is leveraged as a transformative force for communities. The role requires collaboration with government ministries, development partners, and other stakeholders to promote sustainable urban development. The PMO will also contribute to policy-making and strategy development, ensuring that national urban policies align with UN-Habitat's principles. The position demands a proactive approach to project management, visibility, and advocacy for sustainable urbanization.
Duties and Responsibilities:
UN-HABITAT Representation: Engage in UN system activities, participate in the UN Country Team (UNCT) initiatives, and contribute to the formulation and updating of the Habitat Country Programme Document (HCPD). Collaborate with government ministries to integrate Habitat Agenda issues into national development plans.
Support policymaking: Provide inputs to the global Strategic Plan and regional strategies, ensuring alignment with national urban policies.
Project Management: Identify and manage urban-related programs, coordinate with government and partners, and supervise project implementation.
Visibility and Advocacy: Strengthen partnerships, represent UN-Habitat at workshops and conferences, and promote sustainable urbanization initiatives.
Data Responsibilities: Collect and analyze data to support decision-making and reporting.
Required Qualifications: Candidates must possess a strong understanding of program/project management, strategic planning, and sustainable urban development. They should demonstrate the ability to analyze issues, provide policy advice, and manage conflicting priorities effectively. Professionalism, planning, organizing, and communication skills are essential for this role. The candidate should also be able to incorporate gender perspectives into their work and ensure equal participation of all genders.
Educational Background: An advanced university degree (Master's degree or equivalent) in architecture, urban planning, social science, or a related field is required. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or related fields is desirable.
Experience: A minimum of five years of progressively responsible experience in program/project management and strategic planning in development cooperation is required. Field experience in human settlements or development-related programs is essential. Experience in leading large portfolios, policy-making, partnership building, and advocacy is desirable. Familiarity with the United Nations System or similar international organizations is an advantage.
Languages: Fluency in English, French, and Arabic is required for this position. Knowledge of another official United Nations language is desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding).
Additional Notes: This position is for an initial period of one year, subject to extension based on performance and availability of funds. It is open to nationals of Morocco only.
