Job Overview:
The Project Officer will play a crucial role in the implementation of the Supporting Temporary Employment and Infrastructure Rehabilitation Programme (STEP) in the West Bank. This position involves facilitating community sensitization meetings and training related to Temporary Employment Program activities, working closely with community stakeholders to identify and select appropriate beneficiaries for the program. The incumbent will conduct daily field monitoring visits to ensure accurate attendance records and gather feedback from beneficiaries to address any concerns promptly. The Project Officer will also be responsible for directly implementing program activities in collaboration with the Assistant Project Officer and Project Manager, conducting field assessments, and preparing necessary documentation for beneficiary payments. Regular updates on program activities will be provided to the STEP project management team, and the officer will perform additional duties as assigned by the supervisor. This role requires a proactive approach to community engagement and a commitment to the successful execution of the program's objectives.

Duties and Responsibilities:
  • Facilitate community sensitization meetings and training sessions related to Temporary Employment Program activities.
  • Collaborate with community members and stakeholders to identify and select the most suitable refugees for participation in TEP activities.
  • Conduct daily field monitoring visits to ensure that beneficiary attendance records are accurately maintained and to gather feedback from beneficiaries, addressing any issues in a timely manner.
  • Implement program activities in the field in close coordination with the Assistant Project Officer and Project Manager.
  • Conduct field-level assessments and data collection, including beneficiaries' satisfaction surveys and post-distribution monitoring.
  • Prepare and provide feedback on necessary documentation to facilitate timely payments to beneficiaries, informing them of any potential payment delays and the steps to resolve such issues.
  • Provide regular updates to the STEP project management team regarding program activities and progress.
  • Perform any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in Business Administration, Project Management, International Relations, or other relevant disciplines. Additionally, candidates should demonstrate a strong understanding of program monitoring, data collection, and community engagement practices. The ability to work collaboratively with diverse stakeholders and effectively communicate with beneficiaries is essential. Candidates should also exhibit a commitment to the values and mission of UNRWA, particularly in relation to serving vulnerable populations.

Educational Background:
A university degree from an accredited educational institution in a relevant field such as Business Administration, Project Management, International Relations, or similar disciplines is required for this position. This educational background will provide the necessary foundation for understanding the complexities of program implementation and community engagement.

Experience:
A minimum of 2 years of progressively responsible work experience in program monitoring, data collection, community sensitization, and conducting training sessions and meetings is required. Candidates should have a proven track record of effectively engaging with communities and managing program activities in a field setting. Experience working with vulnerable populations, particularly in the context of refugee assistance, is highly desirable.

Languages:
Candidates must have an excellent command of both written and spoken Arabic and English. Proficiency in these languages is essential for effective communication with beneficiaries, stakeholders, and team members. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is offered as a Limited Duration Contract (LDC) for a duration of 1 year, with the possibility of extension based on funding availability, satisfactory performance, and ongoing need for the position. The monthly basic salary for this role is JOD 1,025.30, and additional benefits include compulsory medical insurance, 30 days of annual leave (pro-rated for contracts shorter than one year), and family allowances where applicable. Employees are entitled to 2 days of sick leave for each completed month of service, maternity leave (subject to eligibility), and 2 weeks of paternity leave (also subject to eligibility). Only candidates residing in the West Bank or Jerusalem, with authorization to work in the duty station, are eligible to apply.
