Job Overview:
The Project Officer position at UNRWA involves supporting the implementation of a two-year project aimed at creating approximately 6,000 short-term cash-for-work opportunities and maintaining and rehabilitating installations, including schools and health clinics across the West Bank. The incumbent will assist the Project Manager in identifying project needs, preparing proposals, and maintaining the project master list. This role requires leading the registration and selection process for cash-for-work beneficiaries, conducting field monitoring visits to ensure accurate attendance records, and addressing beneficiary feedback promptly. The Project Officer will coordinate project implementation with various departments, report any delays or issues to the Project Manager, and assist in drafting progress reports. Financial monitoring and control of project expenditures are also key responsibilities, along with supporting donor visits and performing other assigned duties. The position demands a proactive approach to project management and a commitment to achieving results in a challenging environment.

Duties and Responsibilities:
  • Assist the Project Manager in identifying and reviewing project needs, preparing individual project proposals, and maintaining the Field's project master list.
  • Lead the registration and selection process for cash-for-work beneficiaries.
  • Conduct regular field monitoring visits to ensure that beneficiary attendance records are accurately completed and address any feedback from beneficiaries in a timely manner.
  • Coordinate and follow up on project implementation with the relevant program and departments, reporting any delays or problems to the Project Manager.
  • Collaborate with the concerned department to draft project progress reports and updates, collecting data and information on project implementation for inclusion in monthly monitoring reports.
  • Monitor and control financial expenditures of projects in coordination with Administrative Officers, the Field Finance Officer, and HQ Finance Department, assisting in developing alternative plans for remaining funds post-project completion.
  • Support the Project Manager during donor visits.
  • Perform any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in Business Administration, Project Management, International Relations, or other relevant disciplines. Additionally, candidates should demonstrate a strong understanding of project management principles and practices, as well as the ability to work effectively in a multicultural environment. Languages:
Candidates must have an excellent command of both written and spoken Arabic and English. Proficiency in these languages is crucial for effective communication with beneficiaries, stakeholders, and team members, as well as for preparing reports and documentation related to project activities.

Additional Notes:
The position is offered as a Limited Duration Contract (LDC) for one year, with the possibility of extension based on funding availability, satisfactory performance, and ongoing need for the role. The monthly basic salary for this position is JOD 1,025.30, and additional benefits include compulsory medical insurance, 30 days of annual leave (pro-rated for contracts shorter than one year), and family allowances where applicable. Employees are entitled to two days of sick leave for each completed month of service, maternity leave (subject to eligibility), and two weeks of paternity leave (also subject to eligibility). The vacancy is open to both internal candidates holding LDC contracts and external candidates. Preference will be given to registered Palestine refugees and candidates who can assist the Agency in achieving gender parity. Only candidates residing in the West Bank or Jerusalem, with authorization to work in the duty station, are eligible to apply.
