Job Overview: The Technical Expert (Concept Note Development) will play a crucial role in supporting the implementation of a multi-country GCF Readiness project aimed at enhancing climate finance and implementing agricultural priorities in Southeast Asia. This position will focus on developing a GCF concept note specifically for sustainable aquaculture and fisheries, ensuring compliance with GCF standards and requirements. The expert will be responsible for leading the development of the concept note, which includes articulating project objectives, justifications, and expected outcomes, as well as ensuring stakeholder engagement and alignment with national regulatory frameworks. The role requires a deep understanding of climate change impacts on agriculture and fisheries, as well as the ability to facilitate consultations with various stakeholders to identify gaps and opportunities for project implementation. The expert will also document stakeholder consultations and ensure that gender considerations are integrated into the project design.
Duties and Responsibilities: The Technical Expert will be responsible for the following tasks:
Lead the development of the GCF concept note on sustainable aquaculture and fisheries, ensuring adherence to GCF standards.
Articulate project information, justification, theory of change, objectives, and approach.
Develop a comprehensive project description, including components, activities, outputs, and expected outcomes.
Ensure consistency with national regulatory and legal frameworks and identify key financial, operational, and gender-related risks.
Prepare a detailed financing plan, including GCF funding and co-financing breakdown.
Justify the necessity and level of concessionality for GCF funding.
Develop a sustainability and replicability strategy.
Engage with stakeholders, including government agencies, private sector entities, and local communities, to document consultations and create an inclusive stakeholder engagement plan.
Conduct technical analyses to identify the best solutions for the project, ensuring alignment with national and regional climate change priorities. 1

Carry out any other relevant duties as requested by the FAO Representative.
Required Qualifications: Candidates must meet the following minimum requirements:
An advanced degree in climate change, environmental science, natural resource management, finance, aquaculture and fisheries, or a related discipline.
A minimum of 5 years of experience in concept note development, preferably for climate change projects seeking GCF funding.
A working knowledge of English at Level C.
Candidates must be nationals of the Philippines or legal residents with a valid work permit. Additionally, candidates should possess core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.
Educational Background: The position requires an advanced degree in a relevant field such as climate change, environmental science, natural resource management, finance, aquaculture and fisheries, or other related disciplines pertinent to the assignment. This educational background is essential for understanding the complexities of climate finance and sustainable practices in agriculture and fisheries.
Experience: Candidates should have at least 5 years of relevant experience in concept note development, particularly in the context of climate change projects aimed at securing GCF funding. This experience should demonstrate a strong understanding of project management, strategic planning, and the ability to navigate the complexities of climate finance and agricultural sustainability.
Languages: A working knowledge of English at Level C is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions involved in the project.
Additional Notes: This position is remote, allowing for flexibility in work arrangements. The role is expected to be full-time, and candidates should be prepared to engage with various stakeholders across different countries in Southeast Asia.
