Job Overview: The Project Team Leader will be responsible for managing the overall implementation of project activities related to the Development of Sustainable Fishery Value Chains in the Bangsamoro Autonomous Region in Muslim Mindanao. This role involves budget monitoring, establishing project implementation plans, and providing technical support for project development activities. The Project Team Leader will coordinate with various stakeholders, including government agencies and local communities, to ensure effective project execution and to enhance the productivity and resilience of aquaculture and fisheries enterprises in the region. The position requires strong leadership skills and the ability to foster collaboration among diverse groups, including women, youth, and former combatants transitioning to new livelihoods. The Project Team Leader will also be tasked with capacity-building initiatives, technical assessments, and communication strategies to promote project visibility and stakeholder engagement.
Duties and Responsibilities: The duties and responsibilities of the Project Team Leader include leading the overall implementation of project activities, including budget monitoring and establishing the Project Implementation and Procurement plan. The leader will formulate detailed selection criteria for target beneficiaries, ensuring participation from all actors in the fish value chain. They will coordinate the establishment of functional linkages for support during and after project implementation, monitor project outputs and outcomes, and establish a time-phased work plan. The Project Team Leader will lead technical consultations, conduct assessments of capture harvest potential, and provide technical support for capacity-building initiatives. They will facilitate the provision of starter kits for training on value-added products, conduct and document technical trainings, and prepare progress reports for the FAO Programme Unit. Additionally, they will support communication and visibility efforts, participate in technical meetings, and explore market linkages and investment opportunities.
Required Qualifications: Candidates must possess a University Degree in Fisheries, Aquaculture, or Aquatic Resources or related fields. They should have at least seven years of proven knowledge and experience in project/programme coordination and management of large and complex projects in fisheries and aquaculture. Candidates must be nationals of the Philippines and have a working knowledge (level C) of English and Filipino. FAO core competencies include results focus, teamwork, communication, building effective relationships, and knowledge sharing. Technical skills required include experience in the aquaculture/fisheries sector, familiarity with international organizations, in-depth knowledge of project management, and excellent leadership and communication skills.
Educational Background: The educational background required for this position includes a University Degree in Fisheries, Aquaculture, or Aquatic Resources or related degree programs. An advanced degree is considered an asset and may enhance a candidate's qualifications for the role.
Experience: Candidates should have a minimum of seven years of experience in project/programme coordination and management, specifically in large and complex projects related to fisheries and aquaculture. This experience should demonstrate a strong understanding of the aquaculture and fisheries landscape, particularly within the context of the Bangsamoro Development Investment Plan.
Languages: The mandatory languages for this position are English and Filipino, with a working knowledge (level C) required. Proficiency in additional languages may be considered an asset but is not specified as a requirement.
