Job Overview: The Telecommunications Assistant plays a crucial role in the Field Technology Unit, reporting directly to the Chief of the Field Technology Section. The incumbent is responsible for overseeing various telecommunications operations, including telephone billing, asset management, and communications center support. The position requires a strong understanding of ICT applications and the ability to manage administrative functions effectively. The Telecommunications Assistant will supervise junior staff, ensure compliance with UN guidelines, and assist in budget preparation and reporting. The role also involves liaising with other units to provide comprehensive ICT support and ensuring the reliability of communication systems within the mission area.
Duties and Responsibilities: The Telecommunications Assistant will supervise the Telephone Billing Unit, ensuring compliance with established guidelines and preparing reports on telephone accounts. Responsibilities include managing the stock of satellite and mobile phones, overseeing the Assets Management Unit, and conducting physical inventory checks. The incumbent will assist in human resource activities, budget performance submissions, and the coordination of administrative duties. Additionally, the role involves supervising the Communications Centre, ensuring the timely processing of communications, and maintaining confidentiality. The Telecommunications Assistant will also coordinate maintenance of ICT equipment, manage spare parts inventory, and assist in training programs for staff.

Educational Background: A high school diploma or equivalent is required for this position. Additionally, candidates must hold specific job-related qualifications, including a Certificate of MITEL (MX-One) and a Prince 2 certification, which indicates a level of expertise in project management and telecommunications.
Experience: The ideal candidate should have at least 8 years of experience in providing ICT operational support services, particularly in areas related to assets, telephone billing, and communications center operations. A minimum of 5 years of experience in international operations within a conflict or post-conflict environment is required. Furthermore, candidates should have at least 2 years of experience with the installation and maintenance of Field Remote Infrastructure Monitoring (FRIM) devices and Smart Camp Technology. Experience in using ICT Assets Management Systems within the UN common system is also necessary, along with a background in administration, budgeting, staffing, and performance management.
Languages: Fluency in English, both oral and written, is mandatory for this position. Knowledge of French is desirable, as both languages are the working languages of the United Nations Secretariat.
