Job Overview:
The Administrative Officer plays a crucial role in the United Nations Truce Supervision Organization (UNTSO) by overseeing human resource management, budget and finance, and general administration. This position requires effective coordination of human resource activities, ensuring compliance with UN rules and procedures. The officer will lead the preparation and implementation of work programs, monitor financial resources, and ensure that administrative and logistic support is provided to both civilian and military components of the Outstation. Duties and Responsibilities:
The Administrative Officer will be responsible for coordinating human resource activities, including recruitment, placement, promotion, and performance appraisal. They will provide guidance on conditions of service and ensure compliance with UN regulations. In terms of budget and finance, the officer will lead the preparation of work programs, monitor budgets, and develop procedures for financial management. General administrative duties include overseeing procurement, billing, and ensuring adequate office space and technology needs are met. The officer will also manage performance metrics and ensure that the mission support component meets its defined Key Performance Indicators. Additional responsibilities may include conducting regular reviews of work programs and budgets, providing oversight on financial administration, and performing other related tasks as required.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with a technical or vocational certificate in administrative services, logistics, finance, human resources, business administration, or personnel management being desirable. Familiarity with Umoja certifications is also beneficial. The role requires a comprehensive understanding of administrative, budgetary, financial, and human resources policies and procedures, along with proven analytical skills and the ability to apply UN rules in various situations.

Educational Background:
A high school diploma is required, and a technical or vocational certificate in relevant fields such as administrative services, logistics, finance, human resources, or business administration is desirable. Specific certifications related to the Umoja system are also advantageous for candidates.

Experience:
Candidates should have at least ten years of progressively responsible experience in administrative services, finance, accounting, human resources, or related fields within the United Nations system or comparable organizations. This requirement is reduced to five years for candidates with a first-level degree. Additionally, three years of supervisory experience is necessary, along with administrative experience in a field setting where missions or projects are implemented. Experience in international operations in post-conflict environments and working with military personnel is also required, particularly in the Middle East region.

Languages:
Fluency in oral and written English is mandatory for this position. Knowledge of French is also beneficial, as it is one of the working languages of the UN Secretariat.
