Job Overview:
The consultant will be responsible for developing a comprehensive Monitoring and Evaluation (M&E) Strategy for the Climate/SDGs Debt Swap Programmes, which is part of a broader initiative launched by ESCWA in 202
  • This initiative aims to assist Arab member countries in unlocking resources for climate-resilient projects while addressing national priorities. The consultant's work will involve creating a detailed outline and a final M&E strategy document that includes database requirements, data collection methodologies, reporting frameworks, and monitoring processes. The consultant will work closely with the Project Manager and project team at ESCWA to ensure that the strategy aligns with national development plans and effectively tracks progress towards Key Performance Indicators (KPIs).

Duties and Responsibilities:
The consultant's duties will include:
  • Developing a detailed outline of the proposed M&E Strategy.
  • Creating the first draft of the M&E Strategy, which will detail database requirements, data collection methods, reporting and verification frameworks, and monitoring processes.
  • Producing a final M&E Strategy Document (approximately 8,000 words) after incorporating feedback from stakeholders.
  • Identifying database requirements for M&E, including baseline measurements for KPIs and proposing a data management system.
  • Defining data collection standards and methodologies, including the use of national statistics, satellite images, and tailored surveys.
  • Developing reporting formats for KPIs and establishing a dashboard for monitoring progress.
  • Outlining the monitoring process, including timelines and institutional roles for M&E.
  • Providing mechanisms for coordination and data-sharing among institutions involved in the M&E process.
  • Ensuring the sustainability of the M&E system beyond the program implementation phase.

Required Qualifications:
Candidates must possess an advanced university degree in sustainable development, economics, public policy, public administration, natural resources management, engineering, social sciences, or a related field. Additionally, candidates must have a minimum of 10 years of professional experience in designing and implementing M&E strategies for national or international development projects. Familiarity with the political, economic, and social context of the Arab region, particularly regarding climate finance and SDG integration, is highly desirable.

Educational Background:
An advanced university degree in a relevant field such as sustainable development, economics, public policy, public administration, natural resources management, engineering, or social sciences is required. All candidates must provide a copy of their educational degree as part of their application, and incomplete applications will not be considered.

Experience:
A minimum of 10 years of professional work experience is required, specifically in designing and implementing M&E strategies for development projects. Candidates should have a strong background in project implementation at both national and international levels, with a proven track record of successful M&E strategy development.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Arabic is desirable, as it is a working language of ESCWA. Fluency is defined as being rated 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of Arabic is considered 'confident' in at least two of the four areas.
