Job Overview:
The Programme Coordinator for the Longitudinal Cohort Study will be responsible for providing technical and administrative support to the UNFPA Philippine Country Office and its implementing partner, the University of San Carlos-Office of Population Studies (USC-OPS). This position is pivotal in managing the implementation of a 15-year nationwide study that tracks the lives of Filipino adolescents, focusing on their health, education, and overall development. The Programme Coordinator will oversee data collection processes, facilitate the production and dissemination of study findings, and engage with various stakeholders, including government agencies, NGOs, and academic institutions, to ensure that the data collected informs policy-making and programming. The role requires a proactive approach to managing partnerships and advocating for the study's findings to be utilized effectively in shaping national policies and programs.

Duties and Responsibilities:
The Programme Coordinator will have a comprehensive set of responsibilities, including:
  • Assisting the Demographic Intelligence Analysis and Planning (DIAP) Programme Analyst in the overall management of the Cohort Study.
  • Guiding implementing partners in setting annual targets and output indicators.
  • Monitoring the progress of the study's implementation and ensuring alignment with strategic plans.
  • Contributing to knowledge management by documenting and disseminating studies that utilize cohort data.
  • Reviewing and formulating annual work plans and reports for implementing partners.
  • Conducting periodic reviews of budgetary and administrative requirements.
  • Preparing informational materials such as briefers and presentations.
  • Coordinating with the National Steering Committee and providing technical support for partner activities.
  • Overseeing the dissemination of findings and policy recommendations. 1
  • Engaging in resource mobilization efforts for the study.

Required Qualifications:
Candidates must possess an advanced degree or equivalent experience in fields such as Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration. Relevant experience in program/project management, research coordination, and community-based development is preferred. Strong research management skills, proficiency in office software applications, and familiarity with UN policies are advantageous. Candidates should demonstrate strong analytical and strategic thinking abilities, effective organizational skills, and the capacity to work harmoniously in a multicultural environment. Negotiation skills and experience working with government partners are also essential.

Educational Background:
An advanced degree in Public Health, Population Studies, Management, Demography, Development, Economics, or Public Administration is required. Equivalent years of relevant work experience may be considered in lieu of formal education. Candidates should have a solid understanding of research methodologies and program management principles.

Experience:
The position requires relevant experience in program/project management and development, with a preference for candidates who have prior experience in research coordination and community-based development initiatives. Strong research management experience is essential, along with a proven track record of working effectively with government implementing partners and understanding government planning processes.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and for documentation purposes. Knowledge of Filipino or other local languages is considered an asset, as it may facilitate better communication with local stakeholders and communities.

  • The position is based in the UNFPA Country Office in Manila, and the Programme Coordinator will be expected to submit monthly accomplishment reports detailing progress and deliverables.
