Job Overview:
The Deputy Representative plays a crucial role in the design and delivery of UNFPA's humanitarian response and country programme. This position involves building alliances and partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to ensure the delivery of quality reproductive health services and to prevent and respond to gender-based violence. The Deputy Representative is responsible for leading the planning, implementation, monitoring, and reporting of the Country Programme and humanitarian response, while also supervising assigned Country Office staff. The role requires a strategic approach to programmatic and operational coordination, ensuring that the needs of women and girls, particularly the most vulnerable, are prioritized in all initiatives. The Deputy Representative must embody the principles of human rights, sustainable development, and humanitarian relief, and work towards restoring hope and dignity to affected populations.

Duties and Responsibilities:
  • Programme Leadership: Develop, manage, and monitor the Country Programme, particularly the humanitarian programme, in alignment with UNFPA's strategic plan. Assess national trends and their implications for UNFPA's work, expand the organization's portfolio, and provide technical assistance to partners. Establish quality standards for project development and prioritize responses to humanitarian emergencies.
  • National Capacity Development: Implement strategies for capacity building, providing support to strengthen national capacities on programmes. Facilitate the development of national staff and create an enabling environment for the implementation of the ICPD agenda. Foster knowledge sharing and innovative thinking within the country office.
  • Partnership and Advocacy: Pursue innovative partnerships with government counterparts, civil society, and other stakeholders. Advocate for the ICPD agenda and maintain communication with government and donors. Contribute to the development and implementation of the Humanitarian National Response Plan.
  • Management of Resources: Support the UNFPA Representative in managing the Country Office, including work plans and resource mobilization strategies. Lead staff management and development, ensuring a culture of growth and accountability. Support the development of strategic plans for humanitarian actions and ensure compliance with safety standards.
  • Additional Responsibilities: Carry out other duties as required by the Country Representative, including serving as Officer in Charge in their absence and participating in coordination and strategic forums.

Required Qualifications:
  • Advanced university degree in International Development Management, Public Health, Sociology, Demography, Gender, International Relations, Economics, Public Administration, or related fields.
  • At least 10 years of progressively responsible international experience in humanitarian and development programming, with a focus on result-based programming and human rights principles.
  • Strong background in delivering programmes in humanitarian settings and political acumen to position UNFPA effectively within national and international contexts.
  • Experience in programme oversight, advocacy, and policy dialogue, with excellent media and communication skills to foster partnerships.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as International Development Management, Public Health, Sociology, Demography, Gender, International Relations, Economics, or Public Administration. This educational background is essential for understanding the complexities of humanitarian and development programming, as well as the principles of human rights and gender equality.

Experience:
Candidates should have a minimum of 10 years of increasingly responsible international experience in humanitarian and development programming. This experience should include a strong focus on result-based programming and human rights principles, with a proven track record in delivering programmes in humanitarian settings. Previous roles as a Deputy Representative or Humanitarian Coordinator will be considered advantageous, as will field experience in developing and humanitarian contexts.

Languages:
Fluency in English is required for this position. A working knowledge of Arabic or other UN languages is considered an asset, as it enhances communication and collaboration with local partners and stakeholders.
