Job Overview:
The HR Associate position is pivotal in delivering quality human resources services across the Country Office (CO) of UNFPA in Vientiane, Laos. The role requires a collaborative, client-oriented approach to ensure compliance with established rules, guidelines, processes, and procedures. The HR Associate will provide effective HR advice and services to both internal and external clients, ensuring the proper functioning of the HR management system. Reporting directly to the Operations Manager, the HR Associate will play a crucial role in supporting the overall HR management, including the administration and implementation of HR strategies and policies, recruitment processes, and knowledge sharing within the office. Duties and Responsibilities:
The HR Associate will be responsible for a variety of tasks, including:
  • Administration and implementation of HR strategies and policies, ensuring compliance with UN rules and regulations, and providing advice on corporate strategies and personnel rules.
  • Organizing recruitment processes, including drafting job descriptions, screening candidates, and conducting reference checks.
  • Monitoring and tracking contracts and transactions related to recruitment and HR management.
  • Facilitating knowledge building and sharing within the office, including organizing training sessions and networking with other UN agencies.
  • Maintaining accurate personnel records and ensuring effective communication flows within the country office and with external counterparts.
  • Preparing personnel-related reports and analyses, and responding to inquiries as needed.
  • Performing any other relevant activities as assigned by the Supervisor and Senior Management.

Required Qualifications:
Candidates must possess a minimum of 6 years of progressively responsible experience in Human Resources or Administration. A thorough knowledge of modern office procedures and general office management is required. Experience with UN Agencies is considered an asset. Excellent communication skills and proficiency in current office software applications are essential. Candidates should exemplify integrity, demonstrate commitment to UNFPA and the UN system, and embrace cultural diversity and change.

Educational Background:
A completed secondary level education (high school or equivalent) is required for this position. A first-level or advanced degree in Business Administration or related fields is desirable, as it would provide a strong foundation for understanding the complexities of human resources management within the UN framework.

Experience:
The position requires a minimum of 6 years of progressively responsible experience in Human Resources or Administration. Candidates should have a solid understanding of HR management processes and be familiar with the operational aspects of HR within an international organization, particularly in a UN context. Experience in recruitment, personnel management, and compliance with HR policies and regulations is crucial for success in this role.

Languages:
Fluency in English is mandatory for this position, as it is the working language of UNFPA. Knowledge of the local language is desirable and would enhance communication with local stakeholders and staff.
