Job Overview: The Housing and Urban Development Projects Support Consultant will play a crucial role in supporting the ongoing programs and new initiatives in Belize related to housing and urban development. The consultant will be responsible for providing support, coordination, and guidance on all matters pertaining to the Housing and Urban Development sector. This position requires a committed and dynamic professional who will assist in the implementation of various projects, collaborate on procurement processes, and develop project management tools. The consultant will also be involved in stakeholder coordination, report preparation, and presentations for different purposes, working closely with the Housing and Urban Development Division within the Climate Change and Sustainable Development department.
Duties and Responsibilities: The consultant's duties will include managing ongoing programs by reviewing initial, intermediate, and final products, providing strategic recommendations, and offering technical guidance to implementing units. The consultant will support the IDB’s Country Office in Belize by preparing presentations and accompanying the Representative to relevant meetings. They will conduct virtual meetings and in-person visits to gather information about project areas, collaborate in developing procurement processes, and support portfolio review meetings. Additionally, the consultant will identify key stakeholders for project activities, facilitate meetings and workshops, and coordinate with other divisions and the private sector to maximize project impact. For new initiatives, the consultant will conduct research and analysis to support project development and prepare technical cooperation documents.
Required Qualifications: Candidates must possess a bachelor’s degree in architecture, urbanism, civil engineering, economics, or a related field, along with a Master’s degree in urban development/planning, public administration, project management, or other relevant fields. A minimum of 7 years of relevant professional experience in the public or private sector is required, with at least 4 years of experience in developing proposals, project execution, contract management, and monitoring and evaluation of urban/infrastructure projects. Experience with multilateral development institutions or external donors is considered an asset.
Educational Background: The educational background required for this position includes a bachelor’s degree in a relevant field such as architecture, urbanism, civil engineering, or economics, complemented by a Master’s degree in urban development/planning, public administration, project management, or other fields pertinent to the role's responsibilities.
Experience: The position requires a minimum of 7 years of relevant professional experience, with at least 4 years specifically focused on urban/infrastructure projects. Candidates should have experience in proposal development, project execution, contract management, and monitoring and evaluation. Experience with multilateral development institutions or external donors is highly desirable.
Languages: Proficiency in English is mandatory for this position. Additionally, working communication skills in Spanish (both written and oral) are desirable, as they will enhance collaboration with various stakeholders and facilitate communication in the region.
Additional Notes: This is a full-time national consultant position based in Belize City, with an initial contract duration of 6 months. The consultant will be required to work at the Country Office and may need to travel to project sites as necessary. Candidates must be citizens of Belize or citizens of one of the IDB's 48 member countries with valid residency or legal work permits in Belize. Furthermore, candidates must not have family members working at the IDB, IDB Invest, or IDB Lab up to the fourth degree of consanguinity and second degree of affinity.
