Job Overview:
The Civil Affairs Officer position is crucial within the Civil Affairs Division of UNMISS, located in Malakal, Upper Nile State. This role involves engaging with local authorities, political and traditional leaders, and civil society to promote peace and stability in the region. The officer will analyze conflict dynamics, support local peace processes, and foster dialogues to build trust among conflicting parties. The position requires a proactive approach to conflict management and the ability to provide timely reports on peace activities and civilian protection efforts. The officer will also collaborate with various UN agencies and NGOs to coordinate peacebuilding initiatives and represent the Civil Affairs Division in meetings with local stakeholders.

Duties and Responsibilities:
The Civil Affairs Officer will undertake a variety of responsibilities, including: maintaining contact with local government and community leaders; providing analysis on conflict management and related issues; identifying conflict trends and opportunities for resolution; supporting local peace processes; fostering dialogues to enhance cooperation; preparing reports on conflict management and peace activities; conducting briefings and facilitating visits; collaborating with UN agencies and NGOs; participating in assessment missions; establishing early warning systems; implementing workshops and peace activities; forging partnerships with local organizations; ensuring completion of mandatory UNMISS trainings; and undertaking additional assignments as directed by the Team Leader or Director of the Civil Affairs Division.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a deep understanding of conflict dynamics. They should demonstrate adaptability and flexibility in challenging environments, as well as creativity in problem-solving. Professionalism and self-management are essential, along with the ability to work collaboratively with diverse groups. The role requires a commitment to accountability and effective planning and organizing skills.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, international relations, peace and conflict studies, or a related field. Advanced degrees may be preferred, depending on the level of responsibility associated with the position.

Experience:
Candidates should have substantial experience in conflict resolution, peacebuilding, or related fields, ideally with previous experience in a UN or international organization. Experience working in challenging environments, particularly in conflict-affected areas, is highly desirable. Familiarity with the political and social context of South Sudan will be an advantage.

Languages:
Fluency in English is mandatory, as it is the working language of UNMISS. Knowledge of local languages spoken in South Sudan, such as Arabic or Dinka, is considered an asset and may enhance communication with local communities.

This position is classified as a non-family duty station, and candidates should be prepared for austere living conditions with shared accommodation. The role is full-time, and the successful candidate will be expected to adapt to the tropical climate and potential health risks associated with living in South Sudan.
