Job Overview: The Chief of Party for the Pakistan Flagship Tuberculosis (TB) Activity will lead the successful implementation of the project throughout its lifecycle, from start-up to close-out. This role is accountable for all aspects of the project, including technical implementation, financial and administrative compliance, and oversight of project staff. The Chief of Party will ensure that the project meets its goals and targets while adhering to budget constraints. This position requires high-level technical thought leadership and the ability to strategically manage risks, monitor finances, and ensure timely completion of project phases. The Chief of Party will also be responsible for using evidence to enhance project design and implementation, liaising with national stakeholders, and serving as the primary contact for the project funder, USAID, ensuring alignment with PSI's Global Strategy.
Duties and Responsibilities: The Chief of Party will be responsible for program leadership and management, which includes financial oversight, compliance, and management of a consortium of partners if applicable. Key responsibilities include people management, thought leadership, knowledge management, technical leadership on the project, external and internal representation, coordination, fundraising with non-project funds, and donor liaison. The incumbent will embody PSI’s values of measurement, pragmatism, honesty, trust, collaboration, and commitment. The role may involve 5-10% international travel and 20-35% domestic travel. This summary is not exhaustive and the incumbent may be asked to perform additional duties as required by PSI.
Required Qualifications: Candidates must possess a Master’s Degree (or international equivalent) such as MSc, MPH, MBA, MHA, MPA, or equivalent. A minimum of 10 years of related work experience in public health or a related field is required, with an equivalent combination of relevant education and experience being acceptable. Previous experience in roles such as Chief of Party, Deputy Chief of Party, or Project Director on a USAID project or similar activity is highly preferred. Candidates should have at least 5 years of supervisory experience and at least 7 years of program management experience for global health projects in low or middle-income countries (LMICs). Experience in tuberculosis programming for at least 5 years and at least 3 years of living and working in Pakistan is preferred. Proven success in managing complex operations under specific donor awards and procedures in challenging environments is essential.
Educational Background: A Master’s Degree (or international equivalent) in a relevant field such as public health, business administration, health administration, or public administration is required for this position. This educational background is crucial for understanding the complexities of health systems and project management in the context of global health initiatives.
Experience: The position requires at least 10 years of relevant work experience in public health or a related field. Candidates should have substantial experience in program management, particularly in global health projects within low or middle-income countries. Previous roles in leadership positions such as Chief of Party or Project Director on USAID projects are highly preferred, along with supervisory experience and a proven track record of managing complex operations in challenging environments.
Languages: Strong written and oral communication skills in English are mandatory. Proficiency in Urdu or other local languages is considered a good to have, as it may facilitate better communication with local stakeholders and government officials.

The role is based in Karachi, Pakistan, and is intended for Pakistani nationals, although legal residents may also apply.
