Job Overview:
The Director, Finance & Operations will provide strategic leadership and oversight for a USAID-funded project in Pakistan, ensuring compliance with global finance policies and procedures. This role involves maintaining sound accounting systems, overseeing financial reporting, budget development, audits, and operational management. The Director will lead project teams in finance, administration, and operations, ensuring that all financial resources are managed effectively and in compliance with PSI's policies and local laws. The position requires a proactive approach to financial management, with a focus on achieving program objectives and ensuring donor compliance.

Duties and Responsibilities:
  • Maintain sound financial policies, procedures, systems, and practices for effective management of procurement and disbursement.
  • Ensure compliance with PSI Global accounting policies, funder requirements, and local laws.
  • Collaborate with Finance Managers to prepare and submit monthly financial packages to PSI Washington, ensuring accurate and timely reporting of transactions.
  • Coordinate with Programs to achieve objectives for donor reporting.
  • Ensure efficient delivery of finance operations, IT, procurement, warehouse, sub-award, and fleet management activities.
  • Establish and support suitable accounting, asset management, and administrative systems.
  • Conduct reviews of business operations systems and provide necessary support.
  • Oversee quarterly supervisory visits to field offices to ensure quality of operations.
  • Validate monthly common cost analysis and update cost ratios for compliance with PSI’s global policy. 1
  • Coordinate monthly reporting processes from sub-awardees and ensure alignment of costs with program delivery. 1
  • Support internal and external auditing activities, ensuring successful implementation of audit recommendations. 1
  • Engage with legal issues to minimize organizational risk. 1
  • Review and test controls to ensure compliance with PSI Global Services Finance, Grants, and Contracts policies. 1

  • Travel domestically (10-20%) and internationally (less than 10%).

Required Qualifications:
  • Bachelor's Degree (or international equivalent) in Finance, Accounting, or a related field, or a professional qualification in accounting (e.g., CPA/ACCA).
  • At least 10 years of relevant work experience in finance/accounting positions, preferably in a country office or headquarters environment.
  • Minimum of 3 years of supervisory experience.
  • Proficiency in ERP systems such as QBE or Lawson.
  • Expert-level skills in Excel.
  • Familiarity with donor funding regulations (e.g., USAID, Global Fund, DfID) and foreign country statutory requirements.
  • Significant experience managing large and complex US government-funded budgets, with a minimum of 3 years (5 years preferred).
  • Experience living and working in Pakistan.
  • Chartered Accountant/CPA equivalent preferred.

Educational Background:
A Bachelor's Degree in Finance, Accounting, or a related field is required. Alternatively, a professional accounting qualification such as CPA or ACCA is acceptable. The educational background should provide a solid foundation in financial principles and practices relevant to the role.

Experience:
The position requires at least 10 years of related work experience in finance and accounting, with a strong emphasis on managing large budgets, particularly those funded by US government sources. Candidates should have a minimum of 3 years of supervisory experience, demonstrating the ability to lead teams effectively. Experience in a country office or headquarters environment is essential, along with familiarity with donor funding regulations and local statutory requirements.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and with international stakeholders. Knowledge of local languages may be beneficial but is not explicitly required for this position.
