Job Overview:
The Senior Advisor for Monitoring, Evaluation, and Surveillance will play a crucial role in leading and supporting the monitoring functions of the USAID-funded Pakistan Flagship Tuberculosis (TB) Activity. This position involves implementing activities aimed at enhancing the generation and utilization of high-quality routine data to drive program performance, aligning with PSI and global best practices. The advisor will be responsible for designing monitoring and digital health strategies, contributing to internal capacity building across the PSI network, and serving as a focal point for specific monitoring workstreams. Additionally, the advisor will represent PSI with funders and partners, actively participating in external communities to share insights and best practices.

Duties and Responsibilities:
The Senior Advisor will have a wide range of responsibilities, including:
  • Monitoring: Leading the implementation of PSI’s data transformation agenda, focusing on the timely use of real-time, high-quality data. Developing and reviewing monitoring plans for strategic projects and ensuring adherence to data quality standards. Providing technical assistance to build the capacity of network members in managing and utilizing routine data effectively.
  • Thought Leadership/Knowledge Management: Recommending and implementing information systems that provide relevant monitoring data. Developing guidance documents, tools, and knowledge products for dissemination. Fostering opportunities for internal learning and cross-country exchanges.
  • Representation: Presenting monitoring results to donors and external audiences, collaborating with institutions and experts on routine monitoring issues.
  • Program Management: Developing robust M&E plans, supporting budgeting, monitoring project timelines, and reporting.
  • People Management: Potentially managing staff and providing coaching and mentoring.
  • Embodying PSI’s values of Measurement, Pragmatism, Honesty, Trust, Collaboration, and Commitment. The role may require 5-10% international travel and 15-25% domestic travel, with the understanding that these percentages are estimates and may change.

Required Qualifications:
Candidates must possess a Master’s Degree (or international equivalent) in a related field such as Public Health (MPH) or a Master of Science (MSc). A minimum of 8 years of relevant experience is required, with the possibility of substituting equivalent combinations of education and experience. Candidates should have experience in designing and implementing M&E plans, particularly in public health interventions, and should be familiar with USAID monitoring and surveillance standards. Experience working in TB programs or comparable public health experience is essential. Strong problem-solving skills, creativity, and the ability to analyze complex issues are necessary, along with proficiency in Microsoft 365 and familiarity with quantitative data analysis programs.

Educational Background:
The educational background required for this position includes a Master’s Degree or an equivalent qualification in a relevant field such as Public Health, Health Sciences, or a related discipline. This advanced education is crucial for understanding the complexities of monitoring and evaluation in public health contexts, particularly in relation to tuberculosis programs.

Experience:
The position requires at least 8 years of related experience, which should include a strong background in monitoring and evaluation, particularly in public health settings. Candidates should have a proven track record of designing and implementing M&E plans, as well as experience in data collection and quality assurance. Familiarity with the local context in Pakistan and experience working in TB programs or similar public health initiatives are highly desirable.
