Job Overview:
The Contingent Owned Equipment Assistant plays a crucial role in the Mission Support Centre of UNISFA, reporting directly to the Chief of the Mission Support Centre. This position is responsible for the detailed implementation and management of the Memorandum of Understanding (MOU) between the United Nations and Troop Contributing Countries (TCC) or Police Contributing Countries (PCC). The incumbent serves as the primary point of contact for contingent representatives regarding COE and MOU issues, ensuring that all parties adhere to their responsibilities as outlined in the agreements. The role involves planning and supervising inspections of military and police contingents, briefing incoming units on COE requirements, and managing the work of COE Verification Inspection Teams. The assistant is also tasked with drafting inspection reports, maintaining inventories of COE, and identifying equipment deficiencies. This position requires a proactive approach to problem-solving and effective communication skills to coordinate with various stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Contingent Owned Equipment Assistant include: acting as the primary contact for contingent representatives on COE and MOU issues; planning, conducting, and supervising inspections of military and police contingents; briefing contingents on COE requirements; managing and coordinating the work of COE Subunit or Verification Inspection Teams; drafting inspection verification reports and other necessary documentation; maintaining databases of COE inventories; identifying equipment deficiencies and recommending corrective actions; serving as a member or secretary to the mission's COE/MOU Management Review Board; compiling issues observed during inspections and reporting them to the Chief MSC; and performing other duties as required. The assistant must ensure that all inspections are conducted effectively and that all reports are accurate and submitted in a timely manner.

Required Qualifications:
The position requires a minimum of eight years of progressively responsible experience in material management and logistics-support activities. Experience in international military or UN peacekeeping operations is essential, along with familiarity with the procedures related to the implementation and management of MOUs. Candidates should have experience providing services in a field operation of the United Nations or a comparable international organization, as well as knowledge of inventory control practices and procedures. Additionally, candidates should possess strong organizational and communication skills, with the ability to work effectively in a team environment.

Educational Background:
A High School Diploma is required for this position. Candidates with additional qualifications such as certifications or diplomas in logistics, transport, engineering, operations management, or supply chain management are desirable. Specific certifications in UCM - COE Mobile and Ammunition Management and Umoja Uniformed Strength Reporting are also considered advantageous. Training in a logistics-related discipline is highly desirable and will enhance the candidate's suitability for the role.

Experience:
Candidates must have a minimum of eight years of progressively responsible experience in material management and logistics-support activities. This experience should include work in international military or UN peacekeeping operations, demonstrating a solid understanding of the operational environment and the challenges faced in such settings. Experience in managing MOUs and providing logistical support in field operations is also required, as well as familiarity with inventory control practices and procedures.

Languages:
Fluency in English, both oral and written, is required for this position. Knowledge of French is desirable, as both languages are the working languages of the United Nations Secretariat. Effective communication skills in both languages will facilitate interaction with diverse stakeholders and enhance the assistant's ability to perform their duties effectively.
