Job Overview:
As a Base Manager, you will be directly reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will work closely with the Senior Management Team (SMT). Your primary responsibility will be to contribute to the implementation of Humanity & Inclusion's 10-year mandate and strategy within your geographical area. You will oversee the development and execution of projects that are part of the operational strategy of the program. In collaboration with the Operational Manager, you will deploy appropriate tools to monitor projects, ensure financial control, and comply with HI's policies and frameworks, particularly regarding project monitoring and evaluation. You will also be responsible for analyzing the evolving context in your area to identify risks and opportunities, proposing actions to the Country Director, and contributing to organizational transformation initiatives such as 'Simplification', 'shared services', and 'ROOTS'.

Duties and Responsibilities:
Your duties will include:
  • Management: Act as the direct manager for the operational team of project leaders in your area, supervising shared services (Logistics, HR, Finance) and the Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">Security Officer.
  • Standards and Expertise: Ensure adherence to HI's standards and expertise in project implementation.
  • Operational Implementation: a. Ensure proper management and monitoring of projects under your responsibility. b. Contribute to the monitoring and analysis of developments in your area, proposing mitigation measures as necessary. c. Develop HI's external influence and representation in your area through forums, operational alliances, and media events. d. Facilitate functional team dynamics in your area. e. Support the Country Director in monitoring security in your area and ensure necessary resources are in place.
  • Emergency Preparedness and Response: Prepare for and respond to emergencies as needed.

Required Qualifications:
The position requires at least 3 years of experience as a Zone Manager, particularly in managing and restructuring a base or program, preferably in an emergency context. You should be able to produce context analyses and report them to your hierarchical manager. Familiarity with HI's institutional management frameworks (policies, directives, standards) is essential, as is an understanding of security management issues. Strong planning and organizational skills, along with the ability to lead multicultural teams, are crucial. You should demonstrate leadership qualities and the ability to foster autonomy within your team.

Educational Background:
While specific educational qualifications are not detailed in the job ad, a background in humanitarian work, international development, or a related field is typically expected for such positions.

Experience:
Candidates should have a minimum of 3 years of relevant experience in a managerial role, particularly in humanitarian or development settings. Experience in emergency response and program management is highly desirable.

  • The position is non-accompanied, and accommodation will be provided in a relatively comfortable shared house. The climate is very hot, with temperatures exceeding 40°C, and a short rainy season. Benefits include a competitive salary starting from 2869 € gross/month, a per diem of 600 € net/month, hardship pay of 500 € net/month, 25 days of paid leave per year, and a rest and recuperation (R&R) period of 5 days every 3 months.
