Job Overview:
The National Head of Sub Office will be responsible for managing UNFPA's humanitarian response in Gedaref (Al Qadarif), focusing on needs identification, response planning, implementation, and coordination of humanitarian interventions. This role involves working closely with various stakeholders, including government partners, humanitarian agencies, and civil society, to ensure effective delivery of services to crisis-affected communities. The incumbent will lead efforts to position UNFPA in the region according to its mandate and mission, while also building relationships with local authorities and donors. The position requires a strategic approach to program development and implementation, ensuring that UNFPA's core areas of responsibility are integrated into rapid assessments and program monitoring. The incumbent will also contribute to evidence generation for programming and support the overall coordination of UNFPA's response in the region.

Duties and Responsibilities:
  • Programme Development and Implementation: Plan, implement, monitor, and report on work plans and budgets; manage humanitarian response in Gedaref; ensure UNFPA visibility and timely reporting; advise on potential implementing partners; promote knowledge sharing and continuous learning; participate in rapid assessments; supervise program monitoring and evaluation.
  • Partnership and Advocacy: Maintain communication with implementing partners; participate in UN joint initiatives; foster strategic alliances; conduct evidence-based advocacy; contribute to resource mobilization strategies.
  • Coordination and Capacity Building: Coordinate UNFPA response across Gedaref; participate in cluster meetings; mentor staff; ensure effective donor reporting; liaise with other sectors to include UNFPA's mandate.
  • Supplies Management: Oversee planning and distribution of supplies; ensure timely flow of supplies; strengthen last-mile assurance processes.
  • Effective Office Management and Team Leadership: Supervise field program and staff; support management of human and financial resources; ensure staff safety and security" style="border-bottom: 1px dotted #007bff !important;">security; develop a harmonious working environment.
  • Any Other Duties: Perform additional duties as required by supervisors.

Required Qualifications:
  • Education: Master’s Degree in public health, gender studies, humanitarian affairs, development studies, or related social science disciplines.
  • Knowledge and Experience: At least 5 years of relevant experience in humanitarian programming and coordination, preferably related to sexual and reproductive health (SRH), gender-based violence (GBV), and emergency response; knowledge of humanitarian reform processes; strong analytical and organizational skills; demonstrated leadership experience; ability to build strategic alliances and mobilize resources; experience in complex and insecure contexts; managing diverse teams in rapidly changing environments.

Educational Background:
Candidates must possess a Master’s Degree in a relevant field such as public health, gender studies, humanitarian affairs, or development studies. This educational background is essential for understanding the complexities of humanitarian work and the specific needs of affected populations.

Experience:
The position requires at least 5 years of progressively responsible professional experience in humanitarian programming and coordination. Candidates should have field experience related to sexual and reproductive health, gender-based violence, and emergency response. Additional training in humanitarian response and emergency team leadership is advantageous. The ability to work in complex and insecure contexts is crucial, as is experience in managing diverse teams in rapidly changing environments.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of other UN languages is considered an asset, enhancing communication and collaboration in a multicultural environment.
