Job Overview:
The Consultant GBVIMS+ (Primero) Roll Out position is designed to provide technical support to the Ministry of Women and Social Affairs (MoWSA) in Ethiopia, specifically in the implementation and monitoring of the GBVIMS+ pilot program in the Amhara and Tigray regions. The consultant will work under the supervision of MoWSA’s women rights protection and response team and the GBV AoR Information Management Officer. The role aims to enhance the quality of services provided to GBV survivors and improve the collective response of humanitarian and development actors. The consultant will be responsible for coordinating the rollout of the GBVIMS+ system, training government officials and service providers, and ensuring effective data management and reporting to inform decision-making and program improvements. This position is crucial in addressing the challenges of GBV in Ethiopia, particularly in the context of the ongoing humanitarian crisis and the need for systematic data collection and analysis.

Duties and Responsibilities:
The consultant will have several key responsibilities, including:
  • Coordination and Support: Act as the primary technical expert on GBVIMS+ (Primero) within MoWSA, ensuring smooth rollout and integration of the system. Facilitate coordination meetings and provide ongoing technical assistance to users in the Amhara and Tigray regions.
  • Training and Capacity Building: Develop and deliver comprehensive training programs on GBVIMS+ for government officials and service providers. Create user manuals and training materials to support ongoing learning.
  • System Implementation and Monitoring: Oversee the installation and configuration of GBVIMS+ in the pilot regions, ensuring data quality and security" style="border-bottom: 1px dotted #007bff !important;">security. Troubleshoot technical issues and track progress against implementation plans.
  • Data Analysis and Reporting: Support MoWSA in analyzing GBV data collected through GBVIMS+, generating reports on key indicators and trends.
  • Knowledge Management and Advocacy: Document lessons learned and best practices, contributing to knowledge products and advocacy materials on GBVIMS+. Facilitate meetings for stakeholders to share experiences and promote the use of GBVIMS+ for evidence-based decision-making.

Required Qualifications:
The position requires a Master's degree in Computer Science, Software Engineering, or Information Technology. Candidates should have at least five years of demonstrated experience in implementing and managing GBVIMS+ (Primero) or similar information management systems. A strong understanding of Gender/GBV and Sexual and Reproductive Health (SRH) programming, particularly in the Ethiopian context, is highly desirable. Excellent training and capacity-building skills, proficiency in data analysis and reporting, and strong communication and interpersonal skills are essential. Candidates should also possess knowledge of selected programming languages and relational databases.

Educational Background:
Candidates must hold a Master's degree in a relevant field such as Computer Science, Software Engineering, or Information Technology. This educational background is crucial for understanding the technical aspects of the GBVIMS+ system and effectively managing its implementation and monitoring.

Experience:
The consultant should have a minimum of five years of relevant experience in implementing and managing GBVIMS+ (Primero) or similar information management systems. Experience in the Ethiopian context, particularly related to gender-based violence and sexual and reproductive health programming, is an added advantage. Strong training and capacity-building experience is also required.

Languages:
Fluency in English is mandatory, and proficiency in Amharic is also required. Knowledge of additional local languages would be considered an advantage, as it would facilitate communication with diverse stakeholders in the regions of Amhara and Tigray.
