Job Overview: The Humanitarian Mine Action (HMA) Officer - Information Management will be stationed in Hodeida, Yemen, and will play a crucial role in implementing the Information Management Strategy for Humanitarian Disarmament and Peacebuilding (HDP). This position involves supporting and producing reports that include maps and data analysis for all HDP operations, adhering to Standard Operating Procedures (SOP), National Mine Action Standards (NMAS), and International Mine Action Standards (IMAS). The officer will be responsible for data processing, verification of field reports, and coordination with Mine Action Centers and DRC staff. The role requires effective communication and collaboration with various stakeholders, including government officials and NGOs, to ensure the successful implementation of the IM strategy.
Duties and Responsibilities: The HMA Officer will be tasked with designing, defining, and implementing the Information Management Strategy for HDP. Responsibilities include completing data processing as assigned by the Programme Manager, verifying field reports, coordinating IMSMA and GIS functionalities, providing feedback on data entry processes, and preparing reports on data discrepancies. The officer will assist technical advisors in developing IM training packages, prepare user guides for IMSMA reports, and conduct data entry for field reports. Travel to various governorates in Yemen for IM support is required, along with maintaining effective internal and external contacts. The officer will also define the necessary assets and licenses for implementing the IM strategy and complete additional tasks as assigned by the Operations/NTS Manager and Programme Manager.
Required Qualifications: Candidates must possess at least 3 years of experience in the Information Management field, with excellent computer skills in Windows and Microsoft Office, particularly MS Excel and MS Access. Experience with IMSMA Core and Power BI is essential, along with the ability to adapt to various situations and work under pressure. Knowledge of database and GIS software, topographical map reading, and data quality assurance processes is required. Advanced knowledge of software engineering theory and applications is considered an asset. Candidates must be in good physical condition and able to work in a team environment.
Educational Background: A graduate degree from an institute or university in Information Technology, Information Management, or Computer Sciences is required. A certificate in IMSMA Core or a similar qualification is desirable.
Experience: The position requires a minimum of 3 years of relevant working experience in the Information Management field, demonstrating technical competencies and the ability to work effectively in challenging environments.
Languages: Fluency in written and spoken Arabic and English is mandatory for this position, ensuring effective communication with local and international stakeholders.
Additional Notes: The successful applicant will receive a contract until November 30, 2025, with the possibility of renewal based on funding and performance. The position is based in Hodeida, and the candidate must be available to start work as soon as possible. Salary and conditions will align with the Danish Refugee Council’s Terms of Employment, and the position is classified at Band (H2 Non-manager) reporting to the HMA Manager.
