Job Overview: The HINGO Group Director is responsible for leading and managing the Ethiopia HINGO Group, which supports humanitarian INGOs in the country. The role involves facilitating high-quality information exchange, coordination, and multi-stakeholder engagement to enhance the effectiveness of humanitarian efforts. The Director will oversee the HINGO Secretariat, ensuring that it meets the needs of its members and adapts to the evolving humanitarian context. This position requires a committed humanitarian leader with strong NGO coordination and management experience, as well as the diplomatic skills necessary to navigate the complexities of the humanitarian landscape in Ethiopia. The Director will also play a key role in advocacy efforts, representing the interests of HINGO members and ensuring that the perspectives of affected populations are included in decision-making processes.
Duties and Responsibilities:
Overall HINGO Secretariat Management: Lead and manage the HINGO Group Secretariat staff, office, and budget in coordination with the Steering Committee and Host. Supervise financial control of grants, ensuring timely and quality reporting. Represent the HINGO Group to donors and develop funding proposals. Ensure compliance with DRC policies and the smooth functioning of support systems.
Strategy, Policy, and Engagement: Implement the HINGO Group’s annual Action Plan and develop new strategies. Lead joint advocacy initiatives and maintain a thorough understanding of relevant events in Ethiopia. Develop positions on key issues affecting HINGOs through dialogue with members and stakeholders.
Leadership, Representation, and Coordination: Maintain relationships with UN, donors, and authorities, representing HINGO members at key fora. Ensure external communications align with objectives and facilitate training and capacity-building programs.
Human Resources Management: Oversee recruitment and provide leadership in managing the HINGO Group’s secretariat, conducting performance appraisals, and ensuring staff support.
Minimum of 5 years of senior management experience within an NGO, such as Country Director or similar roles.
Prior experience in managing INGO Consortia or in administration and coordination of coalition functions is desirable.
Documented experience in effective coordination and leadership in complex environments.
Strong networking, representation, and negotiation skills.
Knowledge of international humanitarian policies and coordination structures.
Proven analytical skills and ability to develop strategies into action.
Ability to communicate professional issues clearly and influence governments and UN agencies.
Educational Background: A Master's degree in a relevant field such as political science, international development, economics, public administration, social sciences, or law is required for this position. This educational background provides the necessary theoretical foundation and understanding of the complex issues faced in humanitarian contexts, enabling the candidate to effectively lead and manage the HINGO Group.
Experience: A minimum of 8 years of relevant work experience in emergency contexts for a humanitarian agency or similar is required. This experience should include significant roles in senior management within an NGO, demonstrating the ability to navigate complex humanitarian environments and effectively coordinate with various stakeholders.
Languages: Full professional proficiency in English is mandatory for this position. Knowledge of additional languages relevant to the Ethiopian context may be considered an asset, enhancing communication and engagement with local stakeholders and communities.
Additional Notes: The contract length for this position is 2 years, with a designation of Duty Station in Addis Ababa, Ethiopia. The position is classified as Non-Accompanied, meaning that the employee will not be accompanied by family members during the assignment. The expected start date for this role is July 202
