Job Overview:
This position involves consultancy services aimed at assisting owners and authorities in managing PCB (Polychlorinated Biphenyl) equipment in the southwestern region of Colombia. The consultant will be expected to provide expertise in the handling and inventory management of hazardous substances, particularly focusing on PCB. The role requires a proactive approach to support local authorities and stakeholders in ensuring compliance with environmental regulations and best practices in waste management. The consultant will work closely with various stakeholders to develop strategies for effective management of PCB and hazardous waste, ensuring that all activities align with UNDP's mission of promoting sustainable development and environmental protection.

Duties and Responsibilities:
  • Provide consultancy services to owners and authorities regarding the management of PCB equipment.
  • Conduct assessments and inventories of PCB and hazardous substances in the designated area.
  • Collaborate with local authorities to develop and implement management plans for PCB.
  • Offer training and capacity-building sessions for stakeholders on PCB management and environmental compliance.
  • Prepare detailed reports and documentation on findings, recommendations, and progress made in PCB management.
  • Ensure that all activities are conducted in accordance with UNDP policies and environmental regulations.
  • Engage with community members and stakeholders to raise awareness about the risks associated with PCB and the importance of proper management.
  • Monitor and evaluate the effectiveness of implemented strategies and provide feedback for continuous improvement.

Required Qualifications:
  • Professional degree in Environmental Engineering, Sanitary Engineering, Electrical or Electronic Engineering, Chemical Engineering, Chemistry, Bioengineering, Environmental Administration, or Ecology.
  • At least six (6) months of experience related to the management or inventory of hazardous substances or waste.
  • Experience in sampling and laboratory analysis for PCB is also acceptable.
  • Internships completed within one year prior to graduation will be considered.
  • Strong analytical and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders and communities.

Educational Background:
Candidates must possess a professional degree in one of the following fields: Environmental Engineering, Sanitary Engineering, Electrical or Electronic Engineering, Chemical Engineering, Chemistry, Bioengineering, Environmental Administration, or Ecology. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively manage PCB and hazardous waste.

Experience:
The position requires a minimum of six (6) months of relevant experience in managing hazardous substances or waste. This experience can include practical work, internships, or academic projects related to PCB management. Candidates with additional experience in environmental compliance and waste management will be given preference.

Languages:
Fluency in Spanish is mandatory for this position, as all communications and documentation will be conducted in Spanish. Knowledge of English or other languages may be considered an asset but is not required.

The contract duration for this consultancy is twelve (12) months.
