Job Overview:
The Civil and Voter Registration Specialist will play a crucial role in supporting the Vanuatu Electoral Environment Project (VEEP III), which aims to enhance the democratic development of Vanuatu following significant electoral reforms. The specialist will work closely with the Civil Registration and Identity Management Department (CRIM) and the Vanuatu Electoral Office (VEO) to ensure that the voter register is accurate and up-to-date, thereby promoting legal identity for all citizens, including marginalized groups. This position involves the integration and enhancement of a new Central Register with a strong identity management component, ensuring that all eligible voters have access to their legal identity and voting rights. The specialist will also focus on developing capacity to track civil and voter registration segregated by demographic groups, thereby fostering inclusivity in the electoral process.

Duties and Responsibilities:
The Civil and Voter Registration Specialist will be responsible for a variety of key functions, including:
  • Regularly cleaning and updating the RV5 database and implementing the RV5 and VanElekta systems.
  • Coordinating the design and implementation of user training for the new Central Registration Database.
  • Ensuring sustainable practices are incorporated into training programs.
  • Collaborating with government entities to create programs for regular updates of civil and voter registration records.
  • Providing technical capacity support to CRIM and OGCIO for managing ICT issues related to the CRVS system.
  • Overseeing the ICT Team and ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security in civil and voter registration systems.
  • Assisting in the transition plan for the government to take full responsibility for civil and voter registration operations.
  • Training national staff to localize the CRVS platform and develop necessary manuals and guides.
  • Developing outreach strategies to promote awareness of National ID card programs and civil registration. 1
  • Organizing community engagement events and campaigns to encourage participation in civil and voter registration. 1
  • Collaborating with local authorities and civil society organizations to facilitate outreach efforts, especially in marginalized communities.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Social Science, Data Sciences, Digitalization, or related fields. Alternatively, a first-level university degree (Bachelor's degree) in the aforementioned areas combined with two additional years of qualifying experience will be considered. Candidates should have a minimum of 5 years of relevant work experience with a master's degree or 7 years with a bachelor's degree, particularly in operations/management, sociology, political science, economics, or geography, with a focus on legal identity, civil registration, and voter registration.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree or equivalent) in relevant fields such as Social Science, Data Sciences, or Digitalization. A first-level university degree (Bachelor's degree) in these areas, combined with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of civil registration and electoral processes.

Experience:
The position requires a minimum of 5 years of relevant work experience for candidates with a master's degree, or 7 years for those with a bachelor's degree. This experience should encompass operations and management, particularly in the context of civil registration and voter registration. Candidates should have a proven track record of liaising with local stakeholders and working on projects related to legal identity and electoral governance, preferably within the Vanuatu context.

Languages:
Fluency in English and Bislama is required for this position. Knowledge of another UN language is considered an advantage, as it may enhance communication and collaboration within the diverse environment of UNDP and its stakeholders.
