Job Overview:
The Project Communications and External Relations Officer will enhance the communication capacity of the UNDP Rwanda office, focusing on increasing visibility and promoting the work of UNDP and its partners. This role requires a client-, solution-, and result-oriented approach, ensuring high-quality, timely services in line with UNDP policies. The officer will work closely with communication and project colleagues to ensure effective communication strategies are implemented, particularly for projects funded by the Government of the Republic of Korea. The position involves planning and designing internal and external communication strategies, content creation for various platforms, and facilitating outreach to enhance public understanding of UNDP's work.

Duties and Responsibilities:
  • Plan and design internal and external communication strategies, focusing on understanding target audiences such as donors and the public, and implementing communication strategies for specific projects.
  • Ensure content creation and maintenance of the Country Office website and intranet, including supervising design and preparing content.
  • Contribute to business development and public information sharing by promoting project activities, packaging initiatives for donor review, and drafting newsletters.
  • Facilitate outreach of communication services, maintaining media contacts, organizing events, and preparing reports.
  • Support knowledge building and capacity building relevant to assigned projects, including training and organizing briefings for project staff.

Required Qualifications:
  • Advanced university degree (master’s degree or equivalent) in Public Relations, Communications, Journalism, or Advocacy is required. Alternatively, a first-level university degree (bachelor’s degree) with two additional years of qualifying experience will be considered.
  • Applicants with a Master’s degree are not required to have professional work experience; those with a Bachelor’s degree must have at least two years of relevant experience in public relations, communications, journalism, or advocacy.
  • Demonstrated experience in monitoring and producing high-quality writing is an asset, along with experience in developing and implementing communication strategies.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as Public Relations, Communications, Journalism, or Advocacy. A first-level university degree (bachelor’s degree) combined with two years of qualifying experience will also be considered.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Experience in public relations, communications, journalism, or advocacy at the national or international level is essential. Demonstrated experience in developing communication strategies and a solid network within the media community are highly desirable.

Languages:
Fluency in English and Kinyarwanda is required for this position. Knowledge of French is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment.

The position is full-time and involves working closely with various teams within UNDP. The role requires a strong understanding of communications and external relations planning and management, as well as project management skills.
