Job Overview: The position involves providing consultancy services to analyze, formulate, and implement a reform pathway for the instruments in the energy and hydrocarbons sector that have a significant impact on biodiversity. This work is part of the Biodiversity Financing Initiative (BIOFIN), which aims to enhance the financial resources available for biodiversity conservation. The consultant will be expected to conduct thorough analyses of existing regulatory frameworks, policies, and instruments within the energy and hydrocarbons sectors, ensuring that biodiversity considerations are integrated into these frameworks. The role requires a deep understanding of environmental management projects and the ability to facilitate inter-institutional relationships between public and private sectors in these industries. The consultant will work closely with various stakeholders to ensure that the reform pathway is practical and effective in promoting biodiversity conservation.
Duties and Responsibilities:
Conduct a comprehensive analysis of the regulatory frameworks, policies, and instruments in the energy and hydrocarbons sectors, focusing on their impact on biodiversity.
Develop recommendations for reforms that enhance biodiversity conservation within these sectors.
Analyze environmental management projects related to energy and hydrocarbons, assessing their effectiveness and compliance with biodiversity standards.
Facilitate inter-institutional relationships between public and private entities to promote collaboration on biodiversity initiatives.
Prepare detailed reports and presentations summarizing findings and recommendations for stakeholders.
Engage with various stakeholders, including government agencies, NGOs, and private sector representatives, to gather input and foster collaboration.
Monitor and evaluate the implementation of the reform pathway, providing ongoing support and adjustments as necessary.
Ensure that all activities align with the objectives of the BIOFIN initiative and contribute to sustainable development goals.
Master’s degree in public law, public policy, finance, economics, or engineering-related fields.
At least five (5) years of relevant experience in the energy or hydrocarbons sectors, specifically in regulatory analysis, environmental management, or inter-institutional collaboration.
Proven ability to analyze complex regulatory frameworks and develop actionable recommendations.
Strong communication and interpersonal skills to engage effectively with diverse stakeholders.
Educational Background: Candidates must possess a professional degree in relevant fields such as political science, legal sciences, engineering, social sciences, environmental sciences, or economics. Additionally, a Master’s degree in areas related to public law, public policy, finance, economics, or engineering is required to ensure a comprehensive understanding of the complexities involved in the energy and hydrocarbons sectors.
Experience: Candidates must have a minimum of five (5) years of specific experience in the development of activities related to regulatory frameworks, environmental management projects, and public-private inter-institutional relationships in the energy and hydrocarbons sectors. Experience must be counted from the date of graduation, and overlapping experiences will not be accepted. This ensures that candidates have substantial and relevant experience that can contribute to the consultancy's objectives.
Languages: Fluency in Spanish is mandatory for this position, as all communications and documentation will be conducted in this language. Proficiency in English or other languages may be considered an asset but is not required.
Additional Notes: The consultancy is expected to last for a period of six (6) months. Candidates must submit their proposals directly through the UNDP Quantum portal before the specified deadline. It is important to note that the deadline is set according to New York time. The position is open to both national and international candidates, and all submissions must adhere to the guidelines provided in the supplier portal.
