Job Overview:
The EU Provincial Human Rights Officer - Balochistan will coordinate the effective planning and implementation of the EU-funded Human Rights Project in the province. This role involves supporting provincial human rights institutions and civil society organizations, ensuring compliance with UN values and donor expectations. The officer will provide capacity development support to the Government of Balochistan, assist in preparing internal and external reports, and maintain communication with stakeholders. The position requires a proactive approach to engage with civil society organizations and NGOs, facilitating linkages with national human rights institutions and relevant departments. The officer will also monitor project progress, prepare reports, and contribute to resource mobilization efforts, ensuring alignment with the project’s goals of promoting human rights, gender equality, and social inclusion.
Duties and Responsibilities:
- Coordinate effective project planning and implementation, leading the provincial implementation of the EU-funded Human Rights Project.
- Provide capacity development support to the Government of Balochistan on key initiatives under the EU project.
- Assist in the preparation of internal and external reports regarding project implementation.
- Maintain project dashboards and track progress against deliverables from contractors and partners.
- Prepare concept notes, project proposals, and budgeted work plans for potential funding partners.
- Establish partnerships and maintain communication with various stakeholders, including government departments and civil society organizations.
- Conduct stakeholder mapping and analysis to identify the needs of human rights defenders.
- Monitor implementation and progress of project activities, ensuring alignment with UNDP guidelines.
- Organize training sessions and capacity-building activities involving various stakeholders. 1
- Document best practices and lessons learned from the project, sharing knowledge with stakeholders. 1
- Participate in knowledge networks and communities of practice related to human rights and gender equality. 1
- Promote advocacy on development trends and collaboration opportunities. 1
- Fulfill other duties as necessary for the efficient functioning of the office.
Required Qualifications:
- Advanced university degree (master's degree or equivalent) in Law, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field. Alternatively, a first-level university degree (bachelor’s degree) with an additional two years of qualifying experience.
- Minimum of 2 years of relevant experience at the national or international level in management advisory services, particularly in communications, reporting, and project development.
- Proficiency in using office software packages (MS Word, Excel, etc.).
- Knowledge and experience in promoting human rights and social inclusion.
Educational Background:
Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Law, Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences. A first-level university degree (bachelor’s degree) combined with additional qualifying experience may also be considered.
Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a master's degree or 4 years for those with a bachelor's degree. Experience should include providing management advisory services, particularly in communications, reporting, proposal development, and hands-on experience in the design, monitoring, and evaluation of development projects.
Languages:
Fluency in the UN language of the duty station (English) is required. Additionally, fluency in the national language of the duty station (Urdu) is required for local personnel.
