Job Overview:
The consultant will assist the Immunization Division in preparing, implementing, and monitoring the response to polio through social and behavioral change communication strategies. This role is crucial in strengthening community engagement for immunization efforts, particularly in the context of the Global Polio Eradication Initiative (GPEI). The consultant will work closely with health teams to identify and implement interventions aimed at increasing vaccination demand, especially among high-risk populations. The position requires a strong background in social and behavioral change communication, with a focus on innovative strategies to engage communities in vaccination efforts. The consultant will also be responsible for documenting all interventions and ensuring alignment with UNICEF's organizational priorities.

Duties and Responsibilities:
  • Support the GPEI in identifying, planning, implementing, monitoring, and evaluating social and behavioral change interventions to enhance community engagement for vaccination.
  • Collaborate with health teams to maintain or increase the percentage of informed parents before vaccination activities to at least 90%.
  • Assist health teams in keeping the proportion of unvaccinated children below 5% during supplementary vaccination activities.
  • Facilitate interdisciplinary and multisectoral partnerships to promote collective behavior change favorable to immunizations.
  • Revise and develop training modules and communication materials for stakeholders.
  • Implement innovative strategies to engage communities in vaccinating their children against polio.
  • Document all social and behavioral change interventions related to immunization.
  • Participate in evidence generation, strategic planning, and operational monitoring of activities with the Immunization Division.
  • Contribute to budget development for campaigns and monitor the implementation of social and behavioral change interventions. 1
  • Analyze administrative data and independent monitoring data related to social and behavioral change. 1
  • Participate in national coordination meetings and contribute to the national social mobilization sub-committee. 1
  • Assist in designing essential messages and communication materials. 1
  • Contribute to the preparation of technical reports, bulletins, and articles related to immunization activities.

Required Qualifications:
  • A master's degree in Social and Behavioral Change Communication, social sciences, or a related field.
  • A minimum of five years of relevant professional experience in project/program evaluations, policy writing, and program development.
  • Knowledge of recent developments in social and behavioral change communication and equitable vaccination service delivery.
  • Strong experience working in emergency contexts.
  • Experience in data management or information systems is an asset.
  • Excellent synthesis and writing skills.
  • Strong communication and teamwork abilities.
  • Proficiency in spoken and written French is essential.

Educational Background:
Candidates must possess a master's degree in Communication for Social and Behavioral Change, social sciences, or a similar discipline. This educational background is crucial for understanding the complexities of communication strategies and their impact on community engagement and behavior change in the context of immunization.

Experience:
The position requires a minimum of five years of relevant professional experience. This experience should include conducting evaluations of projects and programs, writing policies, and developing programs related to social and behavioral change communication. Candidates should also have a solid understanding of the dynamics of immunization campaigns and community engagement strategies, particularly in challenging contexts.

Languages:
Fluency in French is mandatory, both spoken and written. Knowledge of additional languages may be considered an asset, particularly local languages relevant to the regions of intervention.

Additional Notes:
The consultancy will last for six months, starting from the date of commencement. The consultant will work on-site and will not have access to office space, internet, or a computer provided by UNICEF. The consultant is expected to use their own computer and adhere to the security" style="border-bottom: 1px dotted #007bff !important;">security measures applicable to UN personnel. The remuneration will be based on the financial offer submitted by the candidate, which should include monthly fees and daily subsistence allowances for any field missions. The consultant will be subject to the United Nations personnel management rules and will not be considered a staff member of UNICEF, thus not entitled to staff benefits.
