Job Overview:
The Emergency Specialist P3 position at UNICEF involves supporting emergency operations oversight and program management. The role requires ensuring efficient planning, funding, budget management, reporting, and coordination of field presence. The specialist will develop emergency plans of action, ensuring compliance and coordination across all sectors. This position also involves close collaboration with UNICEF program sections to ensure a prompt and coordinated response to emergencies, addressing key priorities for children in line with UNICEF's mandate. The specialist will maintain strategic communication and coordination with government bodies, UN agencies, NGOs, and donors to mobilize multisector aid for children and women affected by emergencies. The role includes conducting needs assessments, delivering timely assistance, and preparing emergency appeals and project proposals to secure funding for recovery and rehabilitation efforts.

Duties and Responsibilities:
  • Support emergency operations oversight and program management, ensuring efficient planning, funding, and budget management.
  • Develop and implement emergency plans of action, ensuring compliance and coordination across all sectors.
  • Collaborate with UNICEF program sections to ensure a prompt and coordinated response to emergencies.
  • Maintain strategic communication and coordination with government bodies, UN agencies, NGOs, and donors.
  • Conduct needs assessments to determine priorities for UNICEF interventions.
  • Deliver timely assistance and monitor the effective use of UNICEF resources.
  • Prepare emergency appeals and project proposals to mobilize donor funding.
  • Ensure continuous improvement in emergency preparedness and response capabilities through training activities.
  • Keep management informed of humanitarian developments and potential threats. 1
  • Provide sectoral input for emergency preparedness and response documents.

Required Qualifications:
  • Advanced University degree in public health, social sciences, law" style="border-bottom: 1px dotted #007bff !important;">international law, nutrition, international relations, business administration, or related disciplines.
  • A combination of management, administration, and relevant technical fields is preferred.
  • Five years of progressively responsible professional work experience at national and international levels in program/project management, particularly in emergencies and development.
  • Specialized training or experience in emergency response management is highly desirable.

Educational Background:
Candidates must possess an advanced university degree in fields such as public health, social sciences, international law, nutrition, international relations, or business administration. A combination of management and technical fields is preferred, indicating a well-rounded educational background suitable for the complexities of emergency management.

Experience:
The position requires a minimum of five years of progressively responsible professional work experience at both national and international levels. Candidates should have experience in program/project management that combines both emergencies and development, including planning, implementation, monitoring, evaluation, and administration. Experience working in developing countries is essential, and specialized training or experience in emergency response management is highly desirable.

Languages:
Fluency in French is required for this position, as it is essential for communication within the region. Proficiency in English is considered an asset, enhancing the candidate's ability to engage with international stakeholders and resources.
