Job Overview:
The Programme Management Officer will play a crucial role in supporting the initiatives of UN Partnerships, particularly focusing on the UN Democracy Fund. The incumbent will be responsible for developing, implementing, and evaluating assigned programs and projects, ensuring that they align with the goals of the UN Partnerships. This position requires a proactive approach to monitoring and analyzing program development, identifying issues, and initiating corrective actions. The officer will also conduct research and analysis to present information that informs decision-making and policy development. The role involves coordinating outreach activities, conducting training workshops, and providing substantive backstopping for meetings and conferences. The officer will be expected to produce high-quality written outputs in both English and French, demonstrating strong analytical and communication skills.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including: developing and implementing programs/projects; monitoring and analyzing program/project development; reviewing relevant documents and reports; identifying problems and initiating corrective actions; performing consulting assignments; conducting research and analysis; coordinating policy development; leading large and complex projects; providing quality assurance for project documents; preparing written outputs; organizing outreach activities; conducting training workshops; coordinating budget funding activities; and performing other duties as required. The officer will also be expected to liaise with relevant parties and ensure follow-up actions are taken on various initiatives.

Required Qualifications:
Candidates must possess a strong understanding of theories, concepts, and approaches relevant to project management and administration. They should have the ability to identify and analyze issues, conduct independent research, and apply judgment in various contexts. The role requires excellent planning and organizational skills, as well as the ability to work collaboratively in a team environment. Candidates should demonstrate professionalism, efficiency, and a commitment to gender perspectives in their work. Strong communication skills in both English and French are essential, along with the ability to manage conflicting priorities effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of program management and the operational needs of the United Nations.

Experience:
A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates must have experience in the design, monitoring, and evaluation of projects/programs that support democracy. At least two years of experience in data analytics or a related area is also required. Additionally, experience in reporting to government donors on the impact of democracy projects and technical expertise with application portals for SDG-focused projects is necessary. Experience in website development and complex database applications is desirable, as it enhances the candidate's ability to manage and analyze project data effectively.

Languages:
Fluency in both English and French is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered desirable, as it may enhance communication and collaboration within the organization and with international partners.
