The BRS Secretariat is responsible for the implementation of the Basel, Rotterdam and Stockholm Conventions, which are key multilateral environmental agreements aimed at protecting human health and the environment from hazardous chemicals and wastes. The Secretariat operates under the United Nations and collaborates with various international organizations to enhance global environmental governance. It focuses on information exchange and the implementation of workplans that address environmental challenges. The BRS Secretariat is committed to promoting sustainable development and ensuring that hazardous substances are managed in a way that protects human health and the environment.

Job Overview:
The Database Specialist will play a crucial role in enhancing the technical assistance needs database and the PIC database, as well as improving the overall functionality and user experience of the BRS websites. This position requires a strong background in database management, programming, and web technologies. The specialist will be responsible for adding new modules, implementing enhancements, and conducting market research for a new document management system. The role involves close collaboration with the joint clearing-house mechanism team and reporting to the Information System Officer. The expected duration of this position is five months, during which the specialist will work on various outputs aimed at improving data management and accessibility for the BRS Secretariat.

Duties and Responsibilities:
The Database Specialist will be responsible for the following duties:
  • Add a new module to the technical assistance needs database, including repackaging and uploading the latest information collected during the biennium. Update visualization dashboards and apply translations where necessary.
  • Enhance the PIC database by implementing required improvements and bug fixes, including interface translations and adding new properties in the HTML editor.
  • Optimize the BRS websites display by improving stylesheets and templates for performance and visual aspects, as well as converting incompatible modules to use BRS standard technology.
  • Conduct market research and produce a report on options for replacing the BRS Secretariat's document management system. This includes identifying suitable solutions and providing recommendations based on the findings.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of 7 years of progressively responsible experience in computer programming, database design, and data analysis from complex databases is required. Proven experience in system analysis and design, advanced programming skills in MS VB or C# for .NET platform, and proficiency in MS SQL Server databases are essential. A good understanding of web technologies such as HTML 5 and CSS3 is also required. Experience in developing and configuring web applications using JQuery and Kendo UI is desired, as well as experience with DotNetNuke content management system and OData restful web services. Familiarity with document management systems and experience working with international organizations on environmental issues are also desirable.

Educational Background:
A high school diploma or equivalent is the minimum educational requirement for this position. However, higher education in computer science, information technology, or a related field may be advantageous and is often preferred by employers in this sector.

Experience:
The position requires a minimum of 7 years of progressively responsible experience in relevant fields such as computer programming, database design, and data analysis. Candidates should have a strong background in system analysis and design, as well as advanced programming skills in languages such as MS VB or C#. Experience with web technologies and content management systems is also crucial for success in this role.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Additionally, fluency in another UN official language, such as French, is desirable and may enhance a candidate's qualifications.
