Job Overview:
The National Project Officer will work under the direct supervision of the Chief of Mission (CoM) and will closely coordinate with the Migration Management Unit, IOM’s Donor Relations Division (DRD) in HQ, and Thematic Specialists in the Regional Office (RO) Cairo. The successful candidate will be responsible for supporting the Chief of Mission in identifying priority programming areas in Qatar and acting as a liaison with government and other partners. This role involves monitoring project implementation, documenting and evaluating results, and recommending corrective actions as necessary. The officer will also promote the integration of gender, protection, human rights, and other cross-cutting issues into program implementation. Additionally, the officer will develop monitoring, evaluation, and reporting tools, contribute to information management, and identify potential areas for project development. The position requires participation in the development of methodologies and contingency plans to address emerging challenges in the country, as well as coordination with various stakeholders, including government entities and civil society.

Duties and Responsibilities:
The duties and responsibilities of the National Project Officer include:
  • Supporting the Chief of Mission in identifying and building on program activities for future development of the mission portfolio.
  • Drafting concept notes and project proposals and recommending possible partners.
  • Monitoring project implementation according to the work plan, documenting and evaluating results, and identifying causes of deviations and bottlenecks.
  • Promoting and contributing to the integration of gender, protection, human rights, and other pertinent cross-cutting issues into program implementation.
  • Developing monitoring, evaluation, and reporting tools.
  • Contributing to information management, including awareness raising and visibility, press releases, website updates, and other relevant information-sharing materials.
  • Identifying potential areas for project development and contributing to the development of new projects.
  • Participating in the development and adjustment of methodologies, contingency plans, and standard operating procedures.
  • Coordinating the elaboration and dissemination of reports for donors and stakeholders. 1
  • Liaising and coordinating with government entities, implementing partners, UN agencies, civil society, donors, and other stakeholders. 1
  • Planning, developing, organizing, and delivering capacity-building activities. 1
  • Participating in relevant conferences, working groups, workshops, and other forums. 1
  • Undertaking duty travel as required related to project implementation and monitoring. 1
  • Performing other related duties as assigned.

Required Qualifications:
The required qualifications for the National Project Officer position include:
  • A Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience; or a Master’s degree in the above-mentioned fields with two years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, NGOs, or government institutions in a multi-cultural setting is an advantage.
  • In-depth knowledge of migration-related subject areas and UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
  • Advanced writing, communication, and negotiation skills.
  • Ability to collect and analyze data on related topics.
  • Proficiency in computer/software applications, preferably Microsoft Office, Adobe Acrobat, and Photoshop, with experience in maintaining a website.

Educational Background:
Candidates must possess a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution. Alternatively, a Master’s degree in the aforementioned fields is acceptable, provided the candidate has relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have relevant professional experience, specifically:
  • Four years of experience for those with a Bachelor’s degree or two years for those with a Master’s degree.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, NGOs, or government institutions in a multi-cultural setting is considered an advantage.

Languages:
Fluency in English and Arabic (oral and written) is mandatory for this position. IOM’s official languages include English, French, and Spanish. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract for this position is fixed-term for one year, with the possibility of extension. The recruitment type is for a National Officer, and the position is open only to Qatari nationals. Any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at the professional level, adhering to the same standards of recruitment qualifications and performance required for International Professional staff. Appointment will be subject to certification of medical fitness, verification of residency, visa, and authorizations by the concerned Government, where applicable.
