Job Overview:
The Technical Analyst will play a crucial role in supporting climate finance projects within UNDP Mongolia, particularly focusing on private sector engagement. The position involves providing high-quality technical advisory services, ensuring the substantive review and quality assurance of project deliverables, and supporting the effective implementation of project activities. The Technical Analyst will work closely with various stakeholders, including government agencies, NGOs, and the private sector, to enhance alignment with Sustainable Development Goals (SDGs) and promote innovative mechanisms for private sector participation. The role requires a deep understanding of climate finance, sustainability, and the ability to facilitate multi-stakeholder discussions to achieve project objectives.

Duties and Responsibilities:
The Technical Analyst will be responsible for a wide range of duties, including:
  • Providing top-quality technical advisory services and policy advice in the project's thematic area.
  • Conducting substantive reviews and ensuring quality assurance of knowledge products and deliverables.
  • Supporting the effective implementation of project activities, including planning and coordinating the work of the project team and consultants.
  • Ensuring interlinkages and complementarity between project components and partners for greater synergy and sustainability.
  • Engaging with stakeholders to promote sustainability disclosure and management initiatives.
  • Preparing narrative and financial progress reports, including donor reports.
  • Monitoring project outcomes and effectiveness, and preparing policy papers and thematic reviews as needed.
  • Facilitating training and capacity-building initiatives for stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Finance, Business Administration, or related fields. A first-level university degree (bachelor’s degree) combined with additional qualifying experience will also be considered. The position requires a minimum of 2 years of relevant experience at the national or international level in areas such as climate finance, sustainability, capital markets, or financial risk management. Experience in impact measurement and reporting methodologies, as well as familiarity with sustainable development and climate finance, is highly desirable. Strong analytical and report-writing skills are essential, along with the ability to build partnerships and networks with various stakeholders.

Educational Background:
An advanced university degree (master's degree or equivalent) in Finance, Business Administration, or other related fields is required. A first-level university degree (bachelor’s degree) in the stated areas, combined with an additional two years of qualifying experience, will be considered in lieu of the advanced degree.

Experience:
The position requires a minimum of 2 years of relevant experience with a master's degree or 4 years with a bachelor's degree. Relevant experience should include research and analysis in climate finance, sustainability, capital markets, financial risk management, corporate finance, investment banking, or financial planning. Experience in supporting development projects and working within the UN system or other international organizations is an asset. Familiarity with carbon credits, innovative financing mechanisms, and conducting financial analysis is also desirable.

Languages:
Fluency in English and Mongolian is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
The position is office-based with potential field travel, subject to travel restrictions. The Technical Analyst will work under the direct guidance of the National Project Coordinator and will be expected to adhere to UNDP's standards of conduct, including a zero-tolerance policy towards sexual exploitation and misconduct. The role is full-time and may involve collaboration with various partners, including government agencies, NGOs, and the private sector.
