The SHF was established in 2006 and allocates approximately US$ 40 to 150 million annually to humanitarian projects across Sudan, ensuring timely allocation and disbursement of donor resources to address critical humanitarian needs. OCHA aims to strengthen humanitarian leadership and coordination, ensuring assistance is predictable, timely, and needs-based.
Job Overview: The Humanitarian Affairs Officer position is crucial for supporting the SHF allocation process and project life cycle management, as well as the CERF allocation process. The officer will be responsible for guiding sectors during the allocation process, ensuring transparency, inclusiveness, and objectivity in project selection. This role involves working closely with sector leads and implementing partners to maintain high-quality project proposals and ensuring the appropriate use of the Grant Management System (GMS). The officer will also monitor projects to ensure compliance with SHF policies and guidelines, support the timely submission of project reports, and contribute to the continual improvement of SHF policies and procedures. The position requires frequent interaction with various stakeholders, including humanitarian sectors, UN agencies, NGOs, and government entities, making effective communication and teamwork essential.
Duties and Responsibilities: The Humanitarian Affairs Officer will have a comprehensive set of duties and responsibilities, including:
Supporting the SHF allocation process by guiding sectors and providing information on procedures and best practices.
Participating in sector meetings to ensure project selection meets criteria of transparency and inclusiveness.
Collaborating with sector leads and implementing partners to ensure high-quality project proposals.
Maintaining accurate and timely data in the Grant Management System (GMS) and performing necessary data analyses.
Monitoring SHF projects closely and following up on findings to ensure appropriate resource use.
Processing no-cost extension and revision requests from implementing partners, ensuring quality control and timely submission for approval.
Contributing to the improvement of SHF policies and procedures based on allocation process analysis.
Supporting the CERF allocation process, including coordination with stakeholders and managing application submissions.
Engaging in frequent interactions with humanitarian sectors, UN agencies, NGOs, and government authorities.
Required Qualifications: The position requires an advanced university degree (Master's degree or equivalent) in business administration, finance, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must possess a minimum of 2 years of relevant experience with a Master's degree or 4 years with a Bachelor's degree in humanitarian affairs, emergency relief management, or related disciplines, preferably with at least two years of experience in a UN organization or NGO. Proficiency in Microsoft Office packages is required, and experience in humanitarian financing, project design, management, implementation, reporting, monitoring, and evaluation is highly desirable.
Educational Background: Candidates must have an advanced university degree (Master's degree or equivalent) in business administration, finance, or a related field. A first-level university degree may be accepted if combined with two additional years of qualifying experience.
Experience: The position requires a minimum of 2 years of relevant experience with a Master's degree or 4 years with a Bachelor's degree in humanitarian affairs, emergency relief management, or related disciplines. Experience with a UN organization or NGO is preferred, particularly in humanitarian financing and project management.
Languages: Fluency in English and Arabic is required for this position.
