Job Overview:
The position involves a local consultant tasked with providing an independent assessment of project support in Yen Bai Province, Vietnam. The consultant will evaluate the project implementation, focusing on its relevance, effectiveness, impact, successes, lessons learned, and good practices for similar interventions. This assessment is crucial for understanding the project's outcomes and for informing future initiatives. The assignment is expected to take place over a period of 25 workdays from February to March 2025, and the consultant will be required to submit a proposal through the UNDP supplier portal. The role demands a thorough understanding of project evaluation methodologies and the ability to analyze complex data to derive meaningful insights.
Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive assessment of the project, which includes the following duties:
- Review project documentation to understand objectives, strategies, and expected outcomes.
- Develop an assessment framework that aligns with UNDP standards and best practices.
- Collect and analyze qualitative and quantitative data related to project implementation.
- Conduct interviews and focus group discussions with stakeholders, including project beneficiaries, local authorities, and project staff.
- Assess the relevance of the project in addressing local needs and priorities.
- Evaluate the effectiveness of the project in achieving its stated goals and objectives.
- Identify successes and challenges encountered during project implementation.
- Document lessons learned and recommend good practices for future projects.
- Prepare a detailed report summarizing findings, conclusions, and recommendations. 1
- Present the assessment results to UNDP and relevant stakeholders.
Required Qualifications:
Candidates must possess the following qualifications:
- Proven experience in project evaluation and assessment, particularly in the context of development projects.
- Strong analytical skills with the ability to interpret complex data and draw actionable conclusions.
- Excellent communication skills, both written and verbal, to effectively convey findings and recommendations.
- Familiarity with UNDP's operational procedures and standards is an advantage.
- Ability to work independently and manage time effectively to meet deadlines.
Educational Background:
A minimum of a Master's degree in a relevant field such as social sciences, development studies, public administration, or a related discipline is required. Additional certifications in project management or evaluation methodologies would be beneficial.
Experience:
Candidates should have at least 5 years of relevant experience in project evaluation or assessment, with a strong background in development projects. Experience working with international organizations or NGOs is preferred, as is familiarity with the local context in Vietnam.
Languages:
Fluency in Vietnamese is mandatory, as the consultant will be working in Yen Bai Province. Proficiency in English is also required to ensure effective communication with UNDP and other stakeholders. Knowledge of additional languages may be considered an asset.
Additional Notes:
This position is a freelance consultancy role with a contract duration of approximately 25 workdays. The consultant will be compensated on a lump-sum basis, with payments made via bank transfer upon acceptance of deliverables by UNDP. The consultant is expected to submit their proposal through the UNDP supplier portal, and any inquiries regarding the tender must be made through the messaging functionality in the portal. The deadline for proposal submission is set for February 18, 2025, at 02:59 AM New York time.
