Job Overview:
The position involves providing consultancy support for the implementation of the PNUD SIGOB modules in Panama. The consultant will be responsible for identifying and analyzing services based on population groups, structuring and simplifying services, and conducting methodological workshops for citizen service structuring. The role also includes developing and validating instructions, incorporating services into the administration" style="border-bottom: 1px dotted #007bff !important;">system administration module, and training officials responsible for service management. The consultant will assist in the online functioning of services, ensuring effective communication and satisfaction analysis, and will provide ongoing support and monitoring of the system's operations. This position requires a proactive approach to problem-solving and a strong understanding of public service delivery mechanisms.

Duties and Responsibilities:
  • Identify and analyze services based on population groups, ensuring that services are qualified and validated.
  • Structure and simplify services through methodological workshops, detailing phases, responsibilities, roles, response times, mandatory documents, and internal subprocesses.
  • Develop and validate instructions for service delivery.
  • Incorporate services into the system administration module, providing training to counterparts on module management.
  • Validate services and initiate simulated tests to verify platform functionality.
  • Conduct methodological and instrumental training for officials responsible for service management, covering presentation, process management, associated documents, interaction mechanisms, and internal controls.
  • Create a positioning matrix and segment concepts and messages according to each population group and service.
  • Organize workshops on social networks related to the target population and services, and analyze service satisfaction.

  • Provide assistance and ongoing monitoring of the system's operations, ensuring compliance with work processes and observing best practices.

Required Qualifications:
  • Proven experience in public administration or consultancy related to service delivery.
  • Strong analytical skills to assess and structure services effectively.
  • Excellent communication and interpersonal skills to engage with various stakeholders.
  • Ability to conduct training sessions and workshops effectively.
  • Familiarity with online service delivery platforms and methodologies.
  • Knowledge of the local context and public service needs in Panama.

Educational Background:
A bachelor's degree in public administration, social sciences, or a related field is required. A master's degree in a relevant area is preferred and may be considered an asset for the position.

Experience:
A minimum of 5 years of relevant experience in public administration, consultancy, or related fields is required. Experience working with international organizations or in development projects is highly desirable. The candidate should have a proven track record of successfully implementing similar projects or initiatives.

Languages:
Fluency in Spanish is mandatory, as all tasks and communications will be conducted in this language. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to additional resources.

Additional Notes:
The consultancy period is for 6 months. This position is classified as an individual contractor role, and candidates may be recruited nationally or internationally. The consultant will be expected to work full-time during the contract period. Compensation details will be discussed during the selection process, and benefits may be provided in accordance with UNDP policies.
