Job Overview: The Shelter Project Officer will play a crucial role in the implementation and management of shelter projects within the Nyarugusu refugee camp and surrounding areas. This position involves working closely with the Shelter Project Coordinator to ensure that all shelter-related activities are executed according to established plans and guidelines. The officer will be responsible for overseeing the technical aspects of shelter construction, ensuring that projects meet the needs of the most vulnerable populations, and contributing to the overall improvement of living conditions for refugees. The role requires a proactive approach to problem-solving, as well as the ability to adapt to changing circumstances and emergencies. The Shelter Project Officer will also be involved in community mobilization efforts, ensuring that local communities are engaged and informed about project activities.
Duties and Responsibilities: The Shelter Project Officer will have a wide range of responsibilities, including but not limited to:
Ensuring adherence to NRC policies, tools, handbooks, and guidelines in all project activities.
Implementing the shelter project portfolio according to the plan of action and preparing status reports as required by management.
Supporting the Project Coordinator in formulating project work plans and providing quality and timely reports on project progress.
Participating in project reviews with beneficiaries, NRC staff, and other implementing partners.
Developing contingency response plans for unforeseen emergencies and unpredictable weather changes.
Overseeing community mobilization for infrastructure-related activities and ensuring effective implementation of construction activities.
Supervising the production of construction materials and managing the distribution of shelter construction materials.
Conducting facilities assessments and identifying gaps in shelter provision.
Preparing bills of quantities and completion certificates for contractor payments. 1
Representing NRC in relevant meetings and monitoring budget allocations to prevent overspending or underspending. 1
Recruiting, training, and managing incentive workers and developing the capacity of technical assistants. 1

Preparing purchase requisitions and facilitating timely procurement of materials and services. 1

Required Qualifications: The ideal candidate for the Shelter Project Officer position should possess the following qualifications:
Proven experience working as a Shelter Officer or Assistant in a humanitarian or recovery context.
Documented results related to the responsibilities of the position.
A degree or diploma in a field related to Civil Engineering, Architecture, or Site Planning.
At least 3 years of practical experience in planning and executing shelter or construction projects, preferably in a humanitarian setting.
Strong communication skills, with the ability to present technical information clearly and effectively.
Experience in capacity building and training of staff and target groups.
Political and cultural awareness, with the ability to work independently in a multi-tasking and multi-cultural environment.
Educational Background: Candidates must have a degree or diploma in a relevant field such as Civil Engineering, Architecture, or Site Planning. This educational background is essential for understanding the technical aspects of shelter construction and project management.
Experience: Candidates should have a minimum of 3 years of relevant experience in shelter or construction project management, particularly in humanitarian contexts. This experience should include practical involvement in planning, executing, and supervising shelter projects, as well as working with vulnerable populations.
Languages: Fluency in English is mandatory for this position, both spoken and written. Knowledge of additional languages relevant to the local context may be considered an asset but is not required.
Additional Notes: The position is based in Nyarugusu, Kasulu, and Kigoma, Tanzania, with a contract duration of 10 months, subject to funding availability. The role is full-time, and NRC encourages qualified female candidates to apply. The position may involve some travel, estimated at 5%.
