Job Overview:
The Cash and Market Officer position at NRC in Hebron is pivotal in supporting the development and expansion of cash-based interventions and market-based approaches. The officer will be responsible for conducting market and needs assessments, engaging with communities, and ensuring the effective implementation of cash assistance programs. The position requires a proactive approach to identifying opportunities for future interventions and ensuring that project participants are adequately targeted and included. The officer will also be involved in data analysis, participant registration, and monitoring project progress, making it essential for candidates to possess strong analytical and communication skills.

Duties and Responsibilities:
The Cash and Market Officer will have a comprehensive set of responsibilities, including but not limited to: supporting the scale-up and expansion of cash-based interventions and market-based approaches; providing contextual analysis to inform programming; identifying opportunities for future interventions; ensuring appropriate targeting and inclusion of project participants; compiling programmatic documentation such as participant lists and reconciliation reports; tracking project reach and target achievement; preparing progress reports for the Project Manager and contributing to donor reports; coordinating with the finance department to ensure timely programmatic payments; conducting community engagement events; recommending priorities for livelihoods programs; overseeing assessments and mapping exercises; training casual workers in registration and assessments; and representing NRC in internal and external coordination meetings.

Required Qualifications:
Candidates must possess at least two years of previous experience working as a Project Officer or Coordinator in a humanitarian or recovery context, with a focus on the implementation of livelihood and food security programs. Preferred experience includes market-based programming, particularly in cash and voucher assistance such as cash for work, small business grants, and multipurpose cash assistance. Candidates should demonstrate experience in conducting technical and vulnerability assessments, including market and needs assessments. Strong coordination, analysis, and communication skills are essential for success in this role.

Educational Background:
A relevant educational background is required for this position, ideally in fields related to humanitarian work, social sciences, economics, or development studies. Candidates should have a solid understanding of the principles and practices of cash-based interventions and market-based programming, as well as the ability to apply this knowledge in a practical context.

Experience:
The position requires a minimum of two years of experience in a similar role within a humanitarian or recovery context. Candidates should have a proven track record of implementing livelihood and food security programs, as well as experience in market-based programming. Familiarity with the local context in Hebron and broader Palestine is highly desirable, as it will inform the officer's ability to conduct effective assessments and engage with communities.

Languages:
Fluency in both English and Arabic is mandatory for this position, with strong written and verbal communication skills in both languages. This bilingual capability is crucial for engaging with diverse stakeholders and ensuring effective communication within the community and with internal teams. Additional language skills may be considered an asset but are not required.

Additional Notes:
The Cash and Market Officer position is based in Hebron and is classified as Grade (05) Step (01). The salary and benefits are aligned with the West Bank Duty Station standards. The contract duration is for 12 months, with the possibility of renewal based on the needs of the position, available funding, and performance.
