Job Overview: The Cash and Market Officer position at NRC in Tulkarem/Nablus is focused on the development and expansion of cash-based interventions and market-based approaches. This role is critical in conducting market and needs assessments, coordinating with internal teams and stakeholders, and ensuring the effective implementation of cash assistance programs. The officer will engage with the community, analyze data, register participants, and monitor project progress. The position requires a proactive approach to identifying opportunities for future cash and market interventions, ensuring appropriate targeting and inclusion of project participants, and compiling programmatic documentation. The Cash and Market Officer will also be responsible for tracking project reach and target achievement, preparing progress reports, and contributing to donor reports as necessary. Strong coordination, analytical, and communication skills are essential for success in this role, as well as the ability to work under pressure and meet tight deadlines.
Duties and Responsibilities: The Cash and Market Officer will have a comprehensive set of responsibilities, including but not limited to: supporting the scale-up and expansion of cash-based interventions and market-based approaches; providing contextual analysis to inform program development; identifying opportunities for future interventions; ensuring appropriate targeting and inclusion of project participants; compiling programmatic documentation such as participant lists and reconciliation reports; tracking project reach and target achievement; preparing progress reports for the Project Manager and contributing to donor reports; coordinating with the finance department to ensure timely programmatic payments; conducting community engagement events; recommending priorities for livelihoods programs; exploring and evaluating new opportunities; overseeing assessments and mapping exercises to collect relevant data; training casual workers in registration and programmatic assessments; and representing NRC in internal and external cash and market coordination meetings as delegated by the line manager.
Required Qualifications: Candidates for the Cash and Market Officer position should possess at least two years of previous experience working as a Project Officer or Coordinator in a humanitarian or recovery context, particularly in the implementation of livelihood and security" style="border-bottom: 1px dotted #007bff !important;">security-programs" style="border-bottom: 1px dotted #007bff !important;">food security programs. Preferred candidates will have experience in market-based programming, including cash and voucher assistance such as cash for work, small business grants, and multipurpose cash assistance. Demonstrated experience in conducting technical and vulnerability assessments, including market assessments and needs assessments, is also required. Strong coordination and communication skills, along with the ability to work effectively with various stakeholders, are essential for this role.
Educational Background: The educational background required for the Cash and Market Officer position typically includes a degree in a relevant field such as social sciences, economics, international development, or a related discipline. Candidates with advanced degrees or specialized training in humanitarian assistance, market analysis, or project management may be preferred. A strong understanding of the local context in Tulkarem and broader Palestine is also beneficial.
Experience: The position requires a minimum of two years of relevant experience in humanitarian projects, particularly those focused on livelihoods, food security, and market-based programming. Candidates should have experience in conducting focus groups, questionnaires, and household surveys, as well as participant registration. Experience in coordinating with internal and external actors is crucial, along with the ability to manage multiple tasks and work under tight deadlines.
Languages: Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in the two specified languages to effectively engage with diverse stakeholders and communities.
Additional Notes: The Cash and Market Officer position is based in Nablus or Tulkarem and is classified as Grade (05) Step (01). The salary and benefits are determined based on the West Bank Duty Station. The contract duration is for 12 months, with the possibility of renewal based on the needs of the position, available funding, and performance.
