Job Overview: The National Finance and Administrative Officer will play a crucial role in supporting the financial management of the PROSPECTS Programme, which aims to improve the living conditions of forcibly displaced persons and host communities in Ethiopia and Sudan. This position requires a strong understanding of financial operations, accounting services, and compliance with ILO regulations. The officer will work closely with finance and administrative assistants in both countries to ensure that financial, administrative, procurement, and contract management processes are conducted efficiently and in accordance with established policies. The role also involves facilitating capacity-building workshops for partners on ILO’s financial rules and regulations, thereby ensuring adherence to ILO expectations. The officer will report to the PROSPECTS Chief Technical Advisor and will engage with various stakeholders, including implementing partners and other UN agencies, to support the programme's objectives.
Duties and Responsibilities: The Finance and Administrative Officer will be responsible for a wide range of duties, including but not limited to: assisting in the delivery of financial operations and accounting services, managing accounts payable and receivable, approving payments, and ensuring timely reconciliation of accounts. The officer will support the preparation of budget proposals and estimates, maintain financial records, and monitor the operations of US dollar and local currency accounts. Additionally, the officer will compute payroll, execute payments, and prepare monthly imprest reports. The role includes providing advice to project management on budget preparation and monitoring project funds, as well as processing personnel actions and monitoring staff entitlements. The officer will also prepare vacancy announcements, conduct preliminary interviews, and analyze data for project monitoring. Furthermore, the officer will oversee local procurement and ensure the safekeeping of office equipment and supplies, expedite customs clearance, and maintain liaison with local banks and government agencies. The officer will prepare correspondence on financial and administrative matters and undertake missions to project sites as needed.
Required Qualifications: Candidates must possess a first-level university degree in Finance, Accounting, or a related field, along with strong knowledge of financial management principles. A minimum of two years of professional experience in financial management, accounting, and administrative support services is required. Experience with project management and financial management tools is essential, as well as familiarity with managing implementing partners on financial reporting. Candidates should demonstrate a good understanding of financial management systems and possess excellent analytical and drafting skills.
Educational Background: The position requires a first-level university degree in Finance, Accounting, or a related field. This educational background is essential for understanding the complexities of financial management and accounting practices necessary for the role.
Experience: The ideal candidate should have at least two years of professional experience at the national level in financial management and accounting, as well as administrative support services and contract management. Experience in managing financial aspects of projects and working with implementing partners is highly desirable. Familiarity with financial management tools and systems is also important for success in this role.
Languages: Fluency in English is mandatory, with excellent command of both written and spoken forms. A working knowledge of Amharic is required, as it is essential for communication within the local context.
