It operationalizes partners' agendas through global and regional activities, aligning with key multilateral agreements such as the Paris Agreement and the Sustainable Development Goals. The NDC Partnership, a coalition of nearly 200 countries and institutions, aims to drive transformational climate action through sustainable development, supporting countries in implementing their Nationally Determined Contributions (NDCs).

Job Overview:
The In Country Facilitator/National NDC Coordinator will closely support the Department of Climate Change and National Resilience (DCCNR) in Nauru, acting as the liaison between the country and the NDC Partnership Support Unit. This role involves coordinating across government agencies, civil society, academia, and the private sector to ensure effective implementation of the NDC. The incumbent will work embedded within government facilities, facilitating communication and coordination among stakeholders, and supporting the government’s engagement with the Regional Pacific NDC Hub. The position is home-based, requiring the incumbent to work from government offices in Nauru and utilize their own laptop with necessary software.

Duties and Responsibilities:
  • Coordination and Communication: Support stakeholder mapping and manage a contacts database. Facilitate information dissemination and ensure effective communication about the NDC Partnership's engagement. Organize periodic coordination meetings among partners to leverage resources for NDC implementation.
  • NDC Implementation: Collaborate with in-country partners to align priorities and support the development and implementation of the NDC. Document changes in the operating environment and assist in decision-making processes.
  • Monitoring Progress: Monitor in-country engagement, prepare quarterly updates, and evaluate the results of the NDC Partnership's engagement.
  • Event Support: Assist in preparing for NDC-related events and facilitate dialogues at the national level as needed.
  • Reporting: Prepare reports summarizing insights, progress, challenges, and recommendations for future actions.

Required Qualifications:
  • Education: High school diploma required; a bachelor's degree in relevant fields is an asset.
  • Experience: 8 years of professional experience in climate change, project management, or related fields with a high school diploma; 4 years required with a bachelor's degree. Knowledge of national climate change policies is essential.
  • Skills: Strong coordination, communication, and stakeholder engagement skills are necessary. Familiarity with UNFCCC processes is desirable.

Educational Background:
A high school diploma is required for this position. While not mandatory, a bachelor's degree in public policy, development, climate change, natural resource management, environmental management, engineering, social sciences, or administration is considered an asset and advantageous for the role.

Experience:
The position requires a minimum of 8 years of professional work experience in relevant fields if the candidate holds a high school diploma. If the candidate has a bachelor's degree, the required experience is reduced to 4 years. Experience should focus on climate change, project management, stakeholder engagement, or similar areas. Knowledge of the country's climate change policy frameworks is also required.

Languages:
Proficiency in English is mandatory for this position. Working knowledge of Nauruan is considered an asset, enhancing communication with local stakeholders and government officials.

Additional Notes:
This is a local ICA retainer contract for a duration of 12 months, with a maximum of 220 working days and the possibility of extension. The position is open to nationals of Nauru and those legally permitted to work in Nauru. The incumbent must complete mandatory courses before starting the role, which will not be compensated.
