Job Posting Organization:
The NDC Partnership is a global initiative that aims to support countries in their efforts to achieve their Nationally Determined Contributions (NDCs) under the Paris Agreement. Established to facilitate collaboration between countries and partners, the NDC Partnership focuses on enhancing climate action and sustainable development. The organization operates in multiple countries, providing technical assistance, capacity building, and resources to help nations implement their climate commitments effectively. The NDC Partnership works with various stakeholders, including governments, civil society, and the private sector, to ensure a coordinated approach to climate action.

Job Overview:
The Local ICA Specialist will serve as the primary interface for the NDC Partnership in Saint Lucia, acting as a liaison between the country and other members of the Partnership. This role involves significant coordination and facilitation to ensure the effective implementation of the Country Engagement Process. The incumbent will support the Ministry of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training in strengthening national coordination for resource mobilization and monitoring the implementation of the NDC. The position requires the incumbent to work closely with various ministerial offices and utilize their own laptop and software for tasks. The role is designed to be home-based, meaning the incumbent will not work from a UNOPS office but will operate from government facilities. The position is a retainer vacancy for a duration of 12 months, with a maximum of 220 working days, and may be extended based on performance and funding availability.

Duties and Responsibilities:
The duties and responsibilities of the Local ICA Specialist include:
  • Coordination and communication with key stakeholders, leading the monthly and quarterly updates of the NDC Partnership Plan in consultation with sectoral agencies.
  • Supporting the Department of Sustainable Development (DSD) in maximizing synergies and mobilizing support for NDC implementation.
  • Drafting and reviewing concept notes, proposals, and requests for support letters aligned with NDC commitments.
  • Organizing meetings to monitor and coordinate the implementation of the Partnership Plan.
  • Collaborating with the NDC Partnership Support Unit to manage and update the Partnership Plan in the Online Partnership Plan Tool.
  • Assisting the NDC Focal Point with the implementation of NDC Financing and Implementation Strategies.
  • Identifying implementing and development partners and maintaining updated contact details.
  • Assessing major projects for NDC alignment and providing assessment reports.
  • Supporting the DSD in developing a low carbon, climate-resilient Long-Term Strategy. 1
  • Monitoring and assessing the implementation of the NDC Partnership Plan and preparing quarterly update reports. 1
  • Participating in national, regional, and international meetings related to NDC and climate change, providing technical support as needed. 1
  • Collaborating with the NDC Partnership Support Unit to document success stories and organize learning events.

Required Qualifications:
The position requires a Master’s degree in public policy, development, climate change, natural resource management, environmental management, business administration, social sciences, or a related field. Alternatively, a Bachelor's degree in a related discipline with an additional 2 years of relevant work experience (totaling 7 years) may be accepted in lieu of an advanced degree. Candidates must have at least 5 years of experience in the public or private sector, focusing on climate change, project management, stakeholder engagement, or related fields. Familiarity with multilateral governance processes related to climate change and NDCs is also essential.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as public policy, climate change, or environmental management. A Bachelor's degree in a related discipline, combined with additional relevant work experience, may be considered as an alternative qualification. The educational background should provide a solid foundation in climate policy and project management.

Experience:
The position requires a minimum of 5 years of experience in sectors related to climate change, project management, and stakeholder engagement. Experience in governance processes related to climate change and NDCs is crucial. Familiarity with the country’s policy frameworks and climate strategies is an asset, as is experience in facilitating NDC implementation.

Languages:
Proficiency in English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This position is a Local ICA Specialist role with a contract duration of 12 months, allowing for a maximum of 220 working days. There is a possibility of extension based on performance and funding availability. The position is open to both nationals and international candidates willing to work from Saint Lucia. UNOPS will cover relocation costs for candidates hired from outside Saint Lucia. Female candidates are strongly encouraged to apply.
