Job Overview:
The position of International Consultant - Teacher Education and Development Expert is focused on providing technical support for the implementation of the Strengthening Teacher Education Programmes in Cambodia (STEPCam) Phase II. This program is funded by a $12.62 million System Transformation Grant supported by the Global Partnership for Education (GPE). The consultant will work under the supervision of the STEPCam Programme Manager and will be responsible for enhancing the quality of education in Cambodia by improving teacher professional development. The consultant will specifically focus on expanding and strengthening the Continuous Professional Development (CPD) system, which is crucial for improving the learning outcomes of students. The role involves collaboration with the Ministry of Education, Youth and Sport (MoEYS) and other stakeholders to ensure the effective implementation of the CPD system, which includes developing training programs, accreditation systems, and monitoring frameworks to support teachers in their professional growth.
Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including but not limited to:
- Supporting the MoEYS in expanding the CPD system to enhance its management capacity and comprehensiveness.
- Developing mechanisms for recognizing prior learning and accrediting CPD activities.
- Providing technical oversight for the accreditation of CPD providers and offerings.
- Collaborating with the MoEYS to create a multi-year national CPD/INSET plan.
- Building the capacity of MoEYS technical departments in CPD, TCP, and Management Information System (MIS) management.
- Leading efforts to develop guidelines for the self-directed CPD system.
- Conducting training needs assessments and producing reports to inform the development of CPD courses.
- Monitoring the implementation of the CPD system rollout and providing regular progress reports.
- Supporting the identification of future priorities for CPD and advocating for buy-in across educational sectors. 1
- Assisting in the coordination and release of reports as required by the team.
Required Qualifications:
The position requires a Master's degree in education, teacher education, public policy, or related fields. Candidates must have at least 15 years of international experience in education policy and planning, particularly in the implementation and monitoring of CPD systems. Experience working with government officials and building institutional capacity in the education sector is essential. Knowledge of CPD systems in various country contexts and experience with international organizations such as the UN or World Bank is desirable. Candidates should possess excellent conceptual, analytical, interpersonal, and communication skills, as well as the ability to work efficiently under pressure and in multicultural teams.
Educational Background:
Candidates must hold at least a Master's degree in fields related to education, teacher education, teacher training and development, public policy, or other relevant technical areas. This educational background is crucial for understanding the complexities of teacher education and professional development.
Experience:
Candidates should have a minimum of 15 years of demonstrated international experience in education policy and planning, particularly in the implementation and monitoring of CPD systems and programs related to teacher education. Experience working with government technical departments and senior officials is necessary, along with a proven track record in building institutional capacity within the education sector. Familiarity with the education system and teacher education reform in Cambodia is highly desirable.
Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within UNESCO and for this consultancy role.
Additional Notes:
The contract duration is for 11 months, tentatively from November 2024 to October 202
- The consultant is expected to provide technical assistance for 110 working days and will have two mission trips to Cambodia. The consultant will work closely with the Directorate General of Teacher Education and Development and may work from the UNESCO Phnom Penh Office. The consultant is responsible for their own tools and equipment, while the MoEYS will provide necessary working space and access to resources during in-person sessions.
