Job Overview:
The OSL IT Officer will play a crucial role within the Operations Support and Logistics department at the Dakar Hub. This position involves providing technical expertise and support to ensure that the communication needs of the EPR Pillars are met effectively. The officer will be responsible for setting up and managing the Operations Support and Logistics services unit, ensuring compliance with WHO rules and Standard Operating Procedures (SOPs). The role requires a proactive approach to developing ICT infrastructure, managing emergency ICT operations, and supporting field operations implementation. The OSL IT Officer will also be involved in the procurement and maintenance of ICT applications and equipment, ensuring that the necessary tools are available for effective emergency response.

Duties and Responsibilities:
The OSL IT Officer will have a wide range of responsibilities, including but not limited to: implementing ICT protocols and guidelines from the Regional Office; developing budget forecasts and procurement plans; installing and maintaining ICT applications and hardware; providing technical support for HF/VHF equipment and VSAT systems; facilitating the establishment of Emergency Operations Centers (EOC) and/or Strategic Health Operations Centers (SHOC); collaborating with IMS technical staff; ensuring continuity of information flow regarding ICT challenges; and performing any other related duties as required by the functional supervisor. The officer will need to adapt to changing duty stations and responsibilities based on the technical needs of the program.

Required Qualifications:
Candidates must possess a first university degree in Computer Science, Information Communication Technology, or a closely related field. An advanced level university degree or professional qualification in ICT or an administrative field is desirable. Essential qualifications include at least 2 years of related experience in managing emergency ICT operations and/or logistics and administration support in international organizations, with a portion of that experience in the field supporting emergency humanitarian operations. Experience with WHO, the UN system, or recognized humanitarian organizations is also desirable.

Educational Background:
The educational background required for this position includes a first university degree in a relevant field such as Computer Science or Information Communication Technology. An advanced degree or professional qualification in ICT or an administrative field is considered an asset, indicating a higher level of expertise and knowledge in the subject matter.

Experience:
The position requires a minimum of 2 years of relevant experience in managing emergency ICT operations and logistics support within international organizations. Candidates should have demonstrated exposure at the international level, showcasing their ability to work in diverse and challenging environments. Experience in the field of health emergency response or outbreaks is particularly valuable.

Languages:
Expert knowledge of French is essential for this position, as it is the primary language of communication within the Dakar Hub. Intermediate knowledge of English is desirable, as it may facilitate communication with international partners and stakeholders.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of Senegal will be accepted. The remuneration for this position starts at XOF 25,923,000 annually, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave.
