Job Overview:
The Senior Program Officer for Strategic Programs is responsible for the day-to-day management and oversight of all aspects of program implementation. This includes ensuring that all programmatic activities, as well as administrative, budgetary, and compliance requirements, are met or exceeded according to ABA, Center for Global Programs, and donor processes and regulations. The role involves assisting in the development of work plans, tracking program implementation, and participating in proposal development by coordinating with country offices and the business development division. The officer will oversee the drafting of job descriptions, ensure compliance with local labor laws, and collaborate with the Human Resources Department for recruitment processes. Additionally, the officer will provide logistical support for domestic and international events, develop monitoring, evaluation, and learning (MEL) plans, and ensure effective implementation of MEL activities. The position requires active participation in preparing materials for donors and overseeing research activities related to portfolio programs. The Senior Program Officer will also manage procurement processes, ensure compliance with ABA and donor policies, and stay informed about trends in the rule of law and related fields.

Duties and Responsibilities:
  • Assist in the development of work plans and track all aspects of program implementation.
  • Participate in proposal development by coordinating with country offices and the business development division, drafting logic models and indicators, and developing MEL plans.
  • Oversee the drafting of job descriptions for staff and consultants, ensuring compliance with local labor laws.
  • Collaborate with Human Resources to identify interview panel members and draft interview questions, participate in panel interviews, and train new staff.
  • Provide logistical support for domestic and international events and prepare relevant briefing materials.
  • Actively participate in the development of MEL plans and ensure effective implementation of MEL activities, including data collection and adherence to MEL policies.
  • Coordinate the preparation of information and materials for donors, including reports and work plan drafts.
  • Assign and participate in research activities, including conducting desk research and leading program officers in research related to portfolio programs.
  • Support oversight of procurement processes and participate in contract negotiations with consultants. 1
  • Ensure adherence to data privacy regulations and conduct country media monitoring. 1
  • Assist in oversight of program compliance with ABA and donor policies, including risk mitigation measures. 1
  • Stay informed about trends in the rule of law and represent the ABA Center for Global Programs at external events. 1
  • Perform other related duties as required.

Required Qualifications:
  • Bachelor’s degree.
  • At least four (4) years of work experience in a program management capacity.
  • Preferred: Master’s degree in international development or a relevant discipline.
  • Knowledge of relevant region/country.
  • Interest in and commitment to rule of law, democracy, governance, human rights, gender equality, and social inclusion.
  • Excellent interpersonal skills and ability to work effectively with diverse stakeholders.
  • Strong research, writing, analytical, knowledge management, and communication skills.
  • Effective time management and ability to manage competing priorities in a fast-paced environment.
  • Advanced Microsoft Office Suite skills and familiarity with social media. 1
  • Ability to be an effective team player. 1
  • Previous supervisory experience. 1
  • Fluency in written and spoken English. 1
  • Proficiency in one or more other languages is preferred.

Educational Background:
A Bachelor’s degree is required for this position, with a preference for candidates holding a Master’s degree in international development or a related field relevant to the work of the American Bar Association – Center for Global Programs.

Experience:
Candidates should have at least four (4) years of work experience in a program management capacity. This experience should demonstrate the ability to manage complex programs and work effectively with various stakeholders.

Languages:
Fluency in written and spoken English is mandatory. Proficiency in one or more additional languages is considered a good to have qualification, enhancing the candidate's ability to engage with diverse populations and stakeholders.
