The RBM Partnership to End Malaria is a global partnership that aims to eliminate malaria through coordinated efforts among various stakeholders. Established to combat the malaria epidemic, the organization works with governments, NGOs, and private sectors to mobilize resources and advocate for effective malaria interventions. The partnership operates in multiple countries, focusing on malaria-endemic regions, and is dedicated to increasing awareness and funding for malaria elimination efforts. The organization employs a diverse team of professionals and collaborates with various entities to achieve its mission of a malaria-free world.

Job Overview:
The consultant will play a crucial role in coordinating the RBM Partnership's initiative targeting the Francophone community. This position involves engaging French decision-makers and influencers in malaria-endemic countries to advocate for increased malaria financing. The consultant will be responsible for mobilizing stakeholders, coordinating advocacy and strategic communications activities, and leading side events to amplify the initiative's messages. The role requires a deep understanding of the challenges faced in malaria elimination, including funding gaps, gender inequalities, and the impacts of climate change. The consultant will also integrate the Francophonie engagement with the Team Zero Malaria Initiative, ensuring that the voices of malaria-elimination champions are elevated and advocacy efforts are advanced.

Duties and Responsibilities:
  • Stakeholder Engagement: Identify and engage key stakeholders, including French authorities and decision-makers, heads of states from Francophone malaria-endemic countries, and relevant NGOs. Develop a strategy document to secure commitments for increased malaria financing.
  • Coordination and Partnership: Facilitate coordination among RBM partners and the Secretariat Team to ensure effective advocacy efforts. Maintain regular communication and collaboration among partners to streamline activities and messaging.
  • Advocacy and Strategic Communications: Design and implement advocacy campaigns to raise awareness about the need for malaria financing. Prepare strategic communications materials, including briefs, talking points, and communication products. Develop a communications strategy for OIF side events, including media engagement and social media assets in French and English. Organize and manage side events to highlight malaria challenges and financing needs.
  • Reporting and Documentation: Provide regular updates on the initiative's progress, documenting key activities, outcomes, and lessons learned to inform future advocacy efforts. Key deliverables include an engagement plan, advocacy materials, a side event plan, monthly progress updates, and a final report summarizing the initiative's impact and recommendations.

Required Qualifications:
  • A Master’s degree in International relations, political science, advocacy, communication, international development, public health, or a related field is required. A Bachelor’s degree may be accepted with an additional 2 years of relevant experience.
  • A minimum of 7 years of experience in coordinating multi-stakeholder initiatives and partnerships, with a strong background in developing and implementing advocacy strategies.
  • At least 4 years of experience in organization and project management, demonstrating strong communication and interpersonal skills.
  • Proven track record in advocacy, public health, and international development, particularly in malaria or related fields.
  • Desirable experience includes working in a developing or malaria-endemic country and collaborating remotely with personnel in different geographical locations.

Educational Background:
A Master’s degree in a relevant field such as International relations, political science, advocacy, communication, international development, public health, social science, or law is required. A Bachelor’s degree may be acceptable if accompanied by an additional 2 years of relevant experience, making a total of 9 years of experience in the field.

Experience:
The position requires a minimum of 7 years of experience in coordinating multi-stakeholder initiatives and partnerships. Within this timeframe, at least 4 years must be dedicated to organization and project management, showcasing strong communication and interpersonal skills. Candidates should have a proven track record in advocacy, public health, and international development, with a specific focus on malaria or related fields. Experience in a developing country or malaria-endemic region is highly desirable, as is experience working remotely and collaborating with personnel across different geographical locations.

Languages:
Proficiency in both French and English is mandatory, encompassing reading, writing, and speaking skills. This bilingual capability is essential for effective communication and engagement with stakeholders in the Francophone community. Additional language skills may be considered an asset but are not required.

Additional Notes:
The contract is classified as an International ICA, specifically at the IICA-3 level, and is short-term, lasting for 40 days within a 12-month period on a retainer basis. The position is home-based but may require travel, indicating a flexible working arrangement that accommodates remote work while allowing for necessary in-person engagements.
